For what it's worth, more than likely either of those two things would be tax exempt, I believe. In this case, it will be a for-profit entity and generate taxes (assuming they weren't giving full abatement or something).
I think the once upon a time proposal from Vertical realty was going in the right direction as far as a vision or concept for old muni courts building development. Get new infill built on the back lot along Clark would add to BPV II & Cupples. Custom House in St. Paul is an amazing project. The building is massive (over 730,000 square feet). It was actually split into 3 separate properties: residential on the top floors, Hyatt on the bottom floors, and storage in the back. It would be cool to have an addition here since it would practically be TOD as it is a block away form the Metro Station. The building doesn't have to be tall.
