^This was a thought I had when they were building the loop trolley - that one from downtown to CWE was more appropriate. Don't get me wrong, when first proposed I thought loop trolley was cool and had some potential, but I digress.
The one change I would make to your plan would be to run it down Olive / Lindell all the way, rather than directly on Wash Ave, and terminate it at Tucker rather than all the way to 4th. That wide roadway can handle it without causing the issues we've seen in the Loop, and while taking it to 4th makes sense, you could run the track around the library or park pacific and avoid the track switch. You could have the line end at Lindell/Kingshighway and reconstruct the trolley barn at the SW corner of the intersection.
