Projects an Construction takes in everything that is not residential. While it could be argued that this belongs in urban living, it is about a specific place, so that is how it stayed here. We already have the existing homeless thread buried somewhere in Urban Living, but this is separate.
It was in their illegal homeless shelter.

If Rice states that they do "background" checks here's some compelling evidence that they don't.

Rice said the problem lies in the zoning. Although it's a large house that was previously zoned for multiple families, it's currently zoned as a single-family dwelling.
It's been that way for at least two years -- well before Rice purchased the property, said Nick Heatherly, director of Building Development Services.

Larry Rice is marrying PR director at his center

THROWING RICE: The Rev. Larry Rice, director of the New Life Evangelistic Center, is engaged to Debra Lay, public relations director at the center. Rice, 59, told volunteers and staff at the NLEC Christmas party last week that the couple had become engaged. He said Thursday that they plan to wed on Feb. 28. That will be slightly more than two years after the death of his wife of more than 35 years, Penny Rice. Penny died of cancer on Feb. 21, 2007. She had filed for divorce from Larry in 2005 in Cole County, citing irreconcilable differences. Penny and Larry had three children, all of whom are grown. Lay, of south St. Louis, has a teenage son from a previous marriage.

They found Darin K. Robinson, 45, a former manager at the New Life Evangelistic Center and Free Store, guilty of forcible sodomy in the attack.
On Jan. 5, 2007, Robinson allegedly bashed his victim's head against the floor of his office at the Free Store, rendering her unconscious.
He then sodomized her, causing injuries pictured in photographs shown time and again to the jury on Friday.
The attack is often referenced by opponents of a new center run by New Life Evangelistic Center. That center, at 806 N. Jefferson Ave., serves homeless veterans.
Critics say it's too close to Central High School and, given incidents at other New Life facilities, could pose a threat to students.
At trial, prosecutors told jurors Robinson and the woman had had a sexual relationship for some time, and that the man became angered when he heard rumors of her engaging in group sex near another Commercial Street shelter.
Testimony in the trial indicated the victim still uses a colostomy bag as a result of the attack.

If in the past you've been watching the Larry Rice news articles on KMOV, you'll notice that they've been pretty soft on him in comparison to the other news organizations. Along with the support from both Larry Connors and Robin Smith (both from KMOV) We've been tracking down the relationship between KMOV and KNLC.
My best guess as to the relationship between KMOV (CBS) and KNLC (Larry's channel) probably has to do with Charter canceling KMOV as of Dec. 31st.
Larry had a special "homeless veterans" tonight on KMOV... Now KNLC and KMOV have been pushing the rabbit ears for viewers. As of December 31st, the only way to get KMOV is to buy a pair of rabbit ears and rescan your tv.
IF you get rabbit ears and Don't rescan your tv, when you tune to channel 4, you'll get KNLC as they are taking over that frequency.
All I can say is good for Charter for not caving into KMOV's demands. Once KMOV starts losing revenue (as they should for supporting someone like Larry), I have a feeling that they'll be begging charter to take them back.

^ Yikes, g., all that's missing from that theory is a grassy knoll and a secret hanger. You are, I gather, joking. Mostly.
This is a revenue/playing chicken battle that has been going on for some time between Charter Cable and Belo Corp., the owners of KMOV. It isn't just going on in this market, though most of us only care about the impact here.
DirecTV went through the same sorts of battles with local broadcast stations a few years and managed to get them settled. With luck, Charter will, too.
(KMOV's GM is one of the toughest and smartest guys in broadcasting. I'd bet on him in any fight that involved numbers and money.)
As for KMOV and NLEC, yup. KMOV supports them, as it does the Variety Club, the Symphony, Forest Park Forever, and the Zoo. (I wish KMOV used their influence on NLEC to improve programs and living conditions at NLEC downtown -- though, for all I know, they do.)

Sorry, didn't mean to sound paranoid.
In one of the news reports you can actually see another gunman hiding out next to an extra-terrestrial it's a bit fuzzy, but you can see it, back and to the left.
But if you're interested there's a pretty good discussion about the conversion on the following threads...

On January 19, 2009, KNLC will shut down its analog transmitter so KMOV can put up its permanent digital signal on channel 24, as its current one (channel 56) will be removed from broadcasting purposes.
So... if Charter wins then Charter customers that want KMOV will either have to get the rabbit ears or switch to someone who's carrying KMOV.
Since KMOV is taking over channel 24 while KNLC is moving to 14 I suspect that KMOV is making some concessions with KNLC to "ease the transition".

Well here's additional information from the FCC...
So it has more to do with the DTV conversion than anything.

Pursuant to an agreement with the licensee of KNLC, on January 19, 2009, KNLC will terminate analog broadcasts on channel 24, and KMOV will commence reduced power digital operations on channel 24. As part of this agreement, KMOV-TV, Inc. has agreed to undertake several actions designed to assist with the DTV transition. For example, KMOV has agreed (a) to produce and broadcast promotional spots asking KMOV’s viewers to contribute to a fund to help provide DTV converter boxes and antennas to the needy and (b) to broadcast notices providing KMOV’s viewers with information about KNLC’s DTV transition plans. Because KMOV is moving to a new digital channel, the station hopes that pre-transition operations on channel 24 will alleviate possible consumer confusion regarding the need to rescan digital sets and converter boxes for proper reception of KMOV’s digital signal.

Dianne Pearce says:
I've watched Channel 24 for a while now and saw several of the local newscasters encouraging support of the NLEC.
I was intrigued and I asked my 6'9" ex-police officer fiance to take me there today - Christmas Eve - so we could determine if we wanted to volunteer there.
We were both terrified by the experience.
When we approached the building we could see about a dozen obviously needy men outside of the building.
Vehicles were driving up and people we offering donations to the center.
The various men in front of the center would help themselves to the items as they came out of the vehicles. Many of the items never got into the building.
When we parked in the parking lot one of the men in front of the building - with no identification - approached our car and asked if we want to donate something. We were uncomfortable with the way he kept peering into our vehicle as if to case it out.
We quickly passed through the group of men who crowded around the front steps and front door of the place. The door was locked and a man opened it and asked what we wanted. It felt like one of those movies when you needed a password to get into the speakeasy - but way more creepier!
We went inside and we were told to go through a door toward the back of the shelter. We opened it and there was the huge room with unwrapped and wrapped presents and a table at the entrance that had information for volunteers. There were about 10 women in the room and we had to speak rather loudly to even to get them to acknowledge our presence. They all seemed overwhelmed.
They said there would be a volunteer orientation starting in less than an hour. We took the volunteer materials on the table and we went back to our car. I was surprised - honestly - that it had not been broken into.
As we drove away we both remarked about the many things that made this experience one that discouraged us for furture volunteering or donating.
The donation area should have probably been in an area that was staffed by recognizable people from the center - and not full of people just helping themselves to whatever they wanted to take. No one appeared to have a clipboard or anything to give out donation receipts.
The inside of the building was horrific and was obviously full of building code violations.
Once inside we couldn't tell the residents from the staffers - a huge problem.
I could go on and on.
I am new to learning about this organization, but what I saw was disturbing and I really wanted to help.
Sorry to be such a downer on this, but I thought it would be worth sharing my experience with someone and you all seemed like the logical place to start.
