I assume the impact is on N Hanley, Brentwood and Delmar.

I also wonder if this well help CORTEX/Wexford & Koplar/Koman/Clayco or W Pine St. developer with securing financing on the next round of CWE residential development with its relatively good access to Clayton CBD between Forest Park Parkway & metrolink. Consolidating 1,000 jobs and bringing in another 1,000 jobs must have a few developers thinking of how they can add units before Centene builds out

^^ I know but somehow it seems like a perfect fit for Clayton CBD to have a streetcar access to the loop and vice versa. The distance seems about right, ties in jobs/density/entertainment at each and probably quicker then get on at Delmar station, transfer at Forest Park and then back track to Forsyth Station.

However, neither city will go for it on their respective streets and both think it will be a determent for themselves while the other gets a plus. Can't imagine what the nimby push back would be from the crowd in the middle....

If anything U. City should want to bottleneck traffic there. Having red lights and pedestrians crossing will help calm traffic right where Forsyth transitions from a wide boulevard to a more residential and student oriented street. Slow traffic up where Forsyth passes under the Parkway? Perfect.

Ugh. I want these downtown. Especially that second phase tower with the civic performance hall.

At the very least I'm happy it will go in the central corridor. Anyone have a gauge on how much of a sure thing this is? Seems like Nimby's and some concerns from Clayton and U-City could cause some problems. Is it possible Clayton jumbles this like Cordish did? Could the City swoop in and and offer some land and incentives? Would we even want to? Would Centene even consider?

I think it is a done deal for at least the first couple of phases, just a matter of tweaking design and financial incentives. Centene wants to consolidate its local employment base and will bring an army of people after its major acquisition out west.. Question of how long it will take to push the tower near Forsyth metrolink, will it embrace transit or simply some slick lip service. I also believe you will see a couple of other developments slow down or continue to stall such as Montgomery tower, proposed Westin hotel on Clayton parking lot and maybe another office tower proposed by the family that owns Apex oil.

It is winner winner chicken dinner for Clayco & Clayton. BPV and CORTEX/Wexford still need to land a corporate client like Centenr or at least some corporation of size. Wexford sounds like they will get Microsoft to commit so come space but even that has seem to gone quiet. BPV not even in the game IMO if you got Koman proposing space across the street from them & abatements while an out of town developer interested in property on the other side of BPV. The tough part is Centene/Clayco plan is big enough and ambitious enough it that a lot of class A spec space will be introduced simply because they can.

Clayton is pretty vibrant during working hours but yeah it'll be a good thing to have 5000 more heads walking.

Just added info to the nextSTL story about Wellbridge Athletic Club being added to the development plan. Wellbridge will supposedly occupy up to 40,000 sf in part of a new Centene building. The site has been added to Subdistrict 1, the first phase tower at Forsyth/Hanley, but Subdistrict 2, the parking garage/residential/retail building along Forsyth could accomodate Wellbridge, perhaps with an expansion.

The garage/apartment building looks like crap, though. I realize they're trying to maintain the brick aesthetic of the Plaza area, but come on; put a little effort into the design.

Question for you all, I want to make sure I understand this.

The tax incentives Centene is seeking, IIRC, from Clayton is a 15 year tax abatement.

Does that mean the Centene will pay less on the assessed improved property value for 15 years. i.e, 50 cents on the dollar? In that case, Centene will still be paying taxes on the improved property (additional taxes, but discounted) and that no actual money is given to Centene.

Or is it no property tax paid at all on the property for 15 years? Meaning Centene's current tax burden remains as it is. Still, no money given to Centene.

The money that IS given to Centene, comes from the State regarding job incentives (same offered to Boeing to build the 777X, I forget the program)

If so, other than state job incentives, it seems the narrative of 'taxpayers paying for Centene to build this' is not accurate. The 'money form taxpayers,' is loss of potential increased tax revenue, not actual tax dollars in a bank.

Yes? No?

^ I believe from the state it is BUILD Missouri based on job creation. Essentially if you can show that you have created new or brought new jobs into the state you get an incentive per job. So Centene jobs that are consolidated within the region/state won't count but they will get the incentive for jobs that they bring from out west in consolidation of corporate office

I find this new rendering encouraging (thanks for the pic nextstl). It's of the apartments wrapping the back side of the huge proposed Forsyth garage:


The design is uninspired, and the large panels of brick give it an unnecessarily massive feel, but the scale seems to work better with The Crescent and Carondelet Plaza than the rest of the project's monolithic glass towers sitting on big boxy garages. This seems closer to the more pedestrian conscious Trianon proposal. I think it's been mentioned here before, but it'd be great if they wrapped the apartments all the way around to front Forsyth as well.

I think it has a pleasantly retro feel to it. The panels on the phase 1 garage give it a very '60s Mod look. The hefty brick apartment structure adds variety and harmonizes well with the crescent. And I love the glass lobby wrapping around the auditorium. The more I see the more I like the project. It may not be perfect, but it's darned interesting. And it will add mass and some real dignity to Clayton. If we had a single development do-over in St. Louis County, I'd want Westport Plaza in downtown Clayton. This has the potential to do a little bit of that.

^Yep, they screwed up on this one. They could have ground leases and/or equity in what could ultimately be a $1 billion+ development containing the premier office space in the region. Instead they have a bar mall and surface parking.

I am very happy to see my suggestion to add bike share during the town hall meeting last month has been added to the project.


Here is a new view looking west from the metrolink station




Here is a new view of the the Wellbridge property. It's now going to be parking garage with street level retail. This parking structure, now part of the Hanley tower would allow other garages wishing the campus to be made smaller. It was encouraged in by the audience to add more residential along Forsyth so it's not a boulevard of parking structures.

Centene had the opportunity to be downtown, back when the new stadium was built...with a big press conference with the mayor and everything....and then they backed out. How they are unable to make this development happen downtown, I don't get it.

Unfortunately, I don't think this is a company that wants to be downtown.
