I bet it'll be something like this. I could also see it being Downtown + Project Connect + North Riverfront + Gateway South. An expedited approval process would go a long ways.

No point of putting the NGA site in it.  You want the armory lots and Grand and Chouteau NW corner in this and the area between the Foundry and Grand.

Also no point of putting anything in Lafayette Sq, other than maybe 100 feet south of chouteau

I completely get it that this is an apples to oranges comparison & this town is way smaller, but goes to show you, if a City can get boosters that love the place, they can make a difference. Could we take some lessons from these Laurel MS boosters? They seemed to change the place very organically. I'm sure we have lots of people doing this, but as we know, County-folk seem to root against the City. Maybe we just need a show on HGTV! 😄

Waco is a larger example of something like this with Chip and Joanna Gaines at the helm, even more impressive considering the only thing that place was really known for previously was a cult massacre. I'm not their biggest fan, but there's a good episode of How I Built This about them and the impact they've had on Waco. At the end, they talk about their huge redevelopment of some old silos in town into a kind of mixed-use public gathering place and how they'd want to recreate that in other cities in the future. They name drop places like Nashville and Salt Lake which are certainly more their vibe, but it instantly made me think of Lemp complex.

And yes, HGTV launching some local rehabbers to stardom would definitely be beneficial for the city's reputation. The architecture here blows most other places out of the water. Thousands of people sitting in car dealership waiting areas across the country seeing that every day would be great marketing. I feel like Garcia could pull it off.

"Establish a fast-track / "one-stop shop" permitting process with a single empowered point of contact authorized to issue binding determinations across building, fire, life safety, zoning, planning, and permitting. Provide a 45-day permit review with deemed approval if missed (subject to zoning and life-safety compliance). Adopt a fee waiver/reduction/deferral policy for discretionary, duplicative, or extraordinary permit and development fees. Adopt building code flexibility policies for adaptive reuse, including performance-based energy compliance pathways."

This bill has been in the works for months (years?) now. BoA and Mayor have no excuse for not being prepared. The legislation should be introduced at the BoA preemptively. Instead both sides will spend 2 years establishing a committee of residents to decide which color of folders they should use.

The business community, at least on this side of the state, is starting to lose a little patience with Mike Kehoe. A lot of people thought they were getting the Kehoe that had been around since joining the Missouri Highways and Transportation Commission 15 years ago, somebody seen as pragmatic and business-oriented. Instead, what many feel they’re getting is basically Eric Schmitt 2.0. People forget Schmitt won “Legislator of the Year” from the Riverfront Times back in 2016 before shifting hard MAGA to win statewide. Kehoe made a similar move politically, but a lot of the business community expected him to pivot back once elected, and so far they don’t think he has.

I think you’re going to see a major split emerge over the income tax issue. As much as Kehoe wants to compare Missouri to places like Tennessee or Florida, it’s just not the same economic structure, growth pattern, or tourism base. I think you’ll see the business community put a significant amount of money behind defeating it.

I read the bill language again. Something similar to this would be on the aggressive end of district boundaries. The bill's language gives Missouri Department of Economic Development veto power of district boundaries and should be reasonable and generally considered historically as central business district. I think the most likely limits would be Cass, Jefferson, Chouteau, River but I could also see DED enforcing CID.
