Attorney talked with DED last week. DED says STL City is excluded.Khakis wrote: ↑6:49 PM - 1 day agoBelow is the direct text from the bill. I have a hard time believing stl city would be excluded here *but* its the state goverment who likes to inflict as much pain on the city as possible so who knows
(13) "Qualifying county", any county or portion thereof in this state that is not:
40 (a) Within a city with more than four hundred thousand inhabitants and located in
41 more than one county; or
42 (b) A city not within a county;
Yes, this language seems to specifically exclude Kansas City, which has over 400,000 residents and is located in multiple counties (Jackson, Clay, Platte, and Cass) and St. Louis, a city not within a county.Khakis wrote: ↑6:49 PM - 1 day agoBelow is the direct text from the bill. It would also seem to weirdly allow for tax credits in a non-Kansas City portion of any of those four counties, just not within city limits? Bizarre.
The bill is being called the "Missouri Historic, Rural Revitalization, and Regulatory Streamlining Act" but it seems weird to define "rural" as "NOT Kansas City or St. Louis city limits".
Another note: how did the Business Journal get this so wrong? Their initial headline was something like, "Another big win for downtown St. Louis," which must have pained them to type in the first place.
The language basically says it's applicable to everyone except Kansas City and St. Louis lmao.

So it would seem to me that MOLEG feels 3231 is sufficient with regards to revitalization of STL & KC.

Folks, I think you are misinterpreting the bill, STL city and KC are not eligible for the 35% rate, they are for the original 25%
Ahhh...thanks!dbInSouthCity wrote: ↑7:32 PM - 1 day agoFolks, I think you are misinterpreting the bill, STL city and KC are not eligible for the 35% rate, they are for the original 25%

Ok, so this is a great TEMPORARY step to help put lipstick on some of the blight downtown. NOW, let's get some of that paint to cover tags & graffiti on the train bridges entering St. Louis, on road signs & highway walls, decayed buildings. It wouldn't hurt to take this plan and do this to abandoned buildings along I-70 from downtown to the north. MANY visitors pass through & use I-70 to traverse our region. It would be nice to make it look presentable. I hear comments all of the time from visitors commenting on the obvious blight along I-70 & at some points on 44 into Downtown.

(The highways are the actual blight)

That’s not unusual. People tend to wait for nice weather before moving.Rick Prieto wrote: ↑9:57 PM - TodayI'm glad to see the progress, the last month is about the same as the previous 4 monthsdbInSouthCity wrote: ↑9:11 PM - TodayNot exact science but its close
