And when the emergency management chief called a Fire Department dispatcher to have them activate sirens, the dispatcher didn't understand the direction. If the dispatcher had understood, it wouldn't have worked: the roof antenna couldn't connect to the sirens. And even if it could have connected, several of the sirens in the path of the storm were broken.

General reaction from city hall and media people about Monday’s siren report: more geared towards finding reasons to fire Russell than figure out what actually happened.

I said this from the start: why hire a law firm with no emergency response experience to conduct an investigation when there are plenty of experts in emergency responses that do these types of post event investigations
and reason is clear, the investigation was to button up the Russell firing from a legal standpoint. Also why wasn’t the report released to the public before going to City Hall for review.

we won't know for sure until they find the right conspiracy to lay on Cara. it's gonna take some time to properly hone it and convince people it's her fault that a system she didn't implement failed right after she took office.

^ nobody has blamed the Mayor for what happened on May 16th, the fault there is mainly CEMA and Fire Dept.  what she does own is the response and the failure of that response and hiring her unqualified friend as Chief of Staff, hiring a unqulified director of communication, appointing the guy who led snow ops as interim director of streets, keeping Rich Bradley as BPS director, she owns all those decisions

It's still funny to me that people still try to say communication with the Fire Department was "unclear" when the audio clearly shows that Russell asked the FD if they could turn on the tornado sirens.

There's no conspiracy with Spencer. Reality is that the aftermath was totally botched by her, literally all in an effort to deflect blame that wasn't even being laid at her feet.

I'm not referring necessarily to the recovery by the city, I am referring to how quickly she started playing defense with regards to the tornado sirens and trying to deflect blame, blame that wasn't even being thrown at her.

Stuff specifically like the "unclear" narrative about communication when anyone who actually listened to the audio recording of the phone call Russell made to the FD would realize that it was not "unclear".

It is beyond obvious that Russell was the fall guy for the administration to ensure that blame was not laid on it, in particular Spencer herself.

As for the actual recovery, it has objectively been bad. But that is expected because an EF-3 tornado ripped through the city. Actually, Spencer's quick approval of curfew orders in parts of the city was a really good move that helped ensure looting and general crime didn't become widespread in the most devastated parts of the city. The recovery can only be judged years down the line, but right now, the clean up has not been good, but Spencer can't be blamed for that, nor could any mayor.
