Nevertheless, the last few months have been stressful. Before the tornado, “home” was a three-story, six-unit brick building on Waterman Blvd. in the city’s DeBaliviere Place neighborhood. “Our neighbors across the hall from us were Chinese immigrants,” Clark says. “We had a Jamaican family in the building. We had an Indian family in the building, and it was always just a very cool environment.” 

The tornado changed that. As it ripped through the neighborhood, the condo lost its roof. It later suffered serious water damage and remains condemned. Adding to the difficulty in getting it fixed, many of the unit owners were grossly underinsured, or didn’t necessarily have the right kind of insurance, Clark says.
Of the issues facing condo associations in the storm’s aftermath, Clark says, “It’s a massive, massive area of need. I’m doing what I can with my own personal contacts and my HOA. But it’s piecemeal, and I think there needs to be some sort of option that’s more proactive and broad.”
Homeowner associations just do not understand what condo owners are going through.

My political ideology is "government helps people in need" but that's too much to ask for I guess.

Is there any plan for funding to go towards reconstruction of these types of homes? Why hasn't it started yet?

In my case it is due to combination of historic building architecture and insurance adjuster process

City to issue $43 million in bonds for a $69 million reconstruction of the Roosevelt Towne Apartments at 711 Euclid Ave in the Fountain Park neighborhood. $20.6 million in state tax credits are also part of the funding plan.

The 154-unit building became uninhabitable after damage from the tornado, displacing over 100 residents.

The project will include new kitchens, bathrooms, floors, and paint for each apartment. The redeveloped apartments will continue to be targeted for low income people.

The redevelopment will begin at the end of 2026 and last until the end of 2027. Currently, there is $2.5 million in interior repairs being made from storm damage.

The article says the apartment upgrades come out to $203,000/unit. I assume there is significant exterior and structural work that has to be done considering the building is uninhabitable.

Lot of buildings in DeBaliviere Place have not begun repairs and are still under temporary tarp. Will they be able to withstand this weekend's weather? I am concerned about our building where no repairs have started.

Does anyone know if there are any resources for city residents who are impacted by tornado?

I have insurance coverage but my loss of use coverage was only sufficient for 3 months - in essence I was underinsured. And, it has been more than six months since we are displaced from our condo and HOA is still working with insurance adjuster on claim process. They are nowhere close to putting on permanent roof and then my individual unit repairs before we can move in.

I applied for FEMA but was denied since I had insurance coverage.
