I received a call from STL Recovers (https://www.stlouis-mo.gov/tornado/index.cfm) office inquiring how my tornado recovery was going and whether I needed any assistance. While I have valid and well-justified reasons to request them to inquire why insurance process is taking so long thus causing financial hardship, I am hesitant to approach the office as I am not yet a US citizen and don't want to jeopardize my pathway to citizenship. There are no eligibility requirements for this program.

^Right now you very much have my sympathy, and I know from my wife's immigration process that some of the requirements and restrictions are . . . nuts. (And were even a dozen years ago.) I'm assuming you have a good immigration attorney, but if you need a recommendation I'd hope an organization like the International Institute can help. We worked with a fellow named Stephen Blower, but he's in Columbia MO, so probably not really useful, but I'd be happy send him an e-mail and ask if there's anyone here he'd recommend. The gist of that article: several owners in historic neighborhoods near Forest Park are suing State Farm, alleging they have undervalued repair costs and delayed cash outlays. Some of those payments have been coordinated with mortgage companies, further limiting the homeowners' access to cash in order to pay contractors.
The article says the Missouri Department of Commerce and Insurance has received about 140 consumer complaints just from claims due to the May tornado. Anyone else disputing claims is encouraged to contact them.
One homeowner says essentially that the delay and obstruction is the point, that delaying payments is a tactic pressuring policy holders in to just accepting 80 cents on the dollar just to get something done. That's especially effective for homeowners who don't have enough liquid cash to front expenses while waiting on insurance reimbursements.

Does anyone have recommendations on a law firm/attorney who can assist me in a case to understand where the delays are in the insurance claim process? Is it even a sensible decision to pursue legal action - I am a condominium owner. I cannot sit idle when this entire process is taking emotional and financial toll.

I don't want to get out over my skis here, but generally speaking, insurance companies have field adjusters on staff who go out to do inspections and write estimates. That said, for "cat events" (catastrophes where many properties are damaged at once due to a disaster), they may hire independent adjusters to write estimates if they don't have sufficient staffing in-house to do the work.
