If we assume the ramps need to be there this was always the configuration I preferred. I realize many would say that the ramps would be too steep for current standards or some such. Would require grabbing some land from the lot at Spruce between 8th & 9th and leaves a kind of weird Reuleaux triangle shaped lot. In my fantasy it's a very sexy residential skyscraper called the Reuleaux Building. First Five or six floors would have windows on North and East Sides. Once above the Highway its Windows all around.
Also would mean reconfiguring the Cupple Station Garage because the new west bound ramp would probably make it inaccessible from the east side. Maybe add a side entrance on the North side, or just tear it down and rebuild in a way that works for the new ramps. Whatever is more cost effective.
I will say I don't see any of this as a possibility unless a developer came with believable proposal to build out the empty lots to justify it.
