If we assume the ramps need to be there this was always the configuration I preferred. I realize many would say that the ramps would be too steep for current standards or some such.  I say meh.
Would require grabbing some land from the lot at Spruce between 8th & 9th and leaves a kind of weird Reuleaux triangle shaped lot.  In my fantasy it's a very sexy residential skyscraper called the Reuleaux Building.  First Five or six floors would have windows on North and East Sides.  Once above the Highway its Windows all around.
Also would mean reconfiguring the Cupple Station Garage because the new west bound ramp would probably make it inaccessible from the east side.  Maybe add a side entrance on the North side, or just tear it down and rebuild in a way that works for the new ramps.  Whatever is more cost effective.
I will say I don't see any of this as a possibility unless a developer came with believable proposal to build out the empty lots to justify it.

Downtown traffic spikes tend to happen far more frequently with outgoing traffic than incoming. IE not everybody arrives at Busch stadium at the same time, but generally every leaves at the same time. An argument could be made that 64 could lose one or two off-ramps into downtown from each direction.

I think designing for peak traffic is arguably a part of the problem. Let it get awful every once in a while. Design for average and let people smooth their own trips out; find other modes of transportation, leave at different times or by different routes. And then make sure transit can handle surges well.

Seems easier to add an extra car to Metrolink or some extra buses than to build an extra highway lane or ramps everywhere.

I think you hit a very important point with this, designing for peak traffic is a very big part of the problem not just for our overbuilt road network but also for a lot of other car infrastructure like parking lots. Designers want to size capacity for the maximum possible demand and as a result we get acres of pavement that sit unused 95% of the time which creates a more hostile environment for people and prevents developing alternative options to get around.

Between the BPV and older Stadium garages, there is a ridiculous concentration of parking in a pretty small area. Removing even one of these stadium garages and not replacing the adjacent parking would probably go a long way. Diffuse the parking into the plentiful garages in the surrounding blocks. Make people walk a bit longer to the stadium, they will live.

The fewer large garages - the more acceptable the walk would be and the farther people would be willing to walk. Only question is can you fill these newly empty lots?

Wish it hadn't been built in the first place, then there would be a little more of Cherokee cave still preserved underground.  would be cool if the unburied, rebuilt the entrance and opened it back to the public.

^ They haven’t decided to remove it yet. I would love to see public engagement trimmed back for minor projects like this…but that’s not how it is.

They’ve announced their proposal…now they have to go to the public.

They should remove the 7th street onramp to 44W/55S. People get on and then try to merge 3 lanes within 1/4 mile to go south on 55. It's dangerous and always creates problems.

And like the Cherokee/55 ramp it comes after a corner so that through vehicles are "surprised" by vehicles entering from these short loop entries.

US 36 is a divided, four lane highway across northern Missouri, but at some rural intersections there are not ramps and overpasses, and those crossing / entering the highway may have to cross traffic.  These would need to be replaced before labeling as a true interstate highway.  There are dozens of these with the majority on the western side of the state (I think).

All this Highway interstate talk got me thinking about the status of “The Avenue of The Saints”. While researching I was pleased to find that MoDOT has started the EIS RE-EVALUATION STUDY for the US 61 Expressway (Hannibal Bypass).
