I feel like they could also add some thoughtfully positioned anchor plates in there to break up the weirdness of the blank space in-between the windows too... as an easier fix?

I would say larger windows would suffice.  There may be reasons on the interior for not having more.

To me this looks like a building that was originally designed to have a cornice but someone decided it was cheaper to just not build it.

For me, it's the front windows being all the same size. If they switched it up, with a double window thrown in somewhere at the least, then it wouldn't look so bland. As it is, it's just a 4x3 grid and looks like an office building.
