Can someone make sense of this for me? It looks like the same or similar parties are listed as both plaintiff and defendant in some cases. Is it that two new groups with the same names are trying to invalidate the claims of older groups?

The usual disclaimer: I am not a lawyer. That said, there was a counterclaim made by the original Defendants (Pearl Capital Management, LC, DeBaliviere Community Center, L.P., and Expo at Forest Park, LLC) who then become Plaintiffs in the counterclaim. Commercial DeBaliviere Place Association is the Defendant to the counterclaim. Same groups, nothing new.
The most recent docket entries are in Pearl / Expo's favor as Judge Moriarty entered a Motion for Entry of Final Judgment Against Counterclaim Defendant (which is the Commercial DeBaliviere Place Association). The case entry on 9/15, if I'm reading this correctly, is that the current version of the neighborhood association submitted an opposition to the Final Judgement against the defunct association that Lux Living used to file the original lawsuit. The new association isn't actually a party in this lawsuit, so I'm doubtful that it will drastically alter Judge Moriarty's decision.

Someone’s said this before but there are pretty regularly 4 or 5 trucks parked in the north building during the week and at times you can hear power tools going. FWIW, no injunction is showing on Case.net. So I don't think that's it.

The other two condos, one designed by HOK architects, have been waiting for the 5th Lux Living Co. across the street to finish their cheap damned Hudson which after a full year are not finished. All this after building 4 prior cookie cutter condos just on Pershing Ave. alone have been built for the past 4 years. Bus on Pershing being cut off for a year! No space and traffic in the highest concentrated population in all of St. Louis City neighborhoods. The huge Debaliviere Place project all falls under the "TOD" development (transit-oriented) or clueless urban "planners" to build as many apts. as possible next to a Metrolink stn. Yet, new tenants will have cars to get to expensive U. But many use the bus as well.

They’ll have buyers remorse till the retail tenants move in and then they’ll appreciate having something to walk to. I am hoping for a grocery store still or even just a real basic simple goods store. Still thankful this one has a better urban presence then the Hudson. Still sounds like the grocery store is a go.
