We’re fragmented across a lot of different variables. One of those is the city-county divide. And the other is the multiplicity of municipalities. I think that most of our regional dysfunction comes from the city-county divide. The multiplicity of cities in St. Louis County creates some disorganization from time to time. But I don’t think that’s why Amazon didn’t come. I don’t think that’s why (plans for a major soccer team) didn’t work. Or why the Rams left. … I don’t use the word merger at all when I talk about city-county efforts. I use the term re-entry. I’m an advocate for the potential of the city of St. Louis rejoining St. Louis County.
You will have to contend with many people, particularly in the county, who don’t want the city and county to join in any way.
Anybody who argues on the side of the status quo relative to the way St. Louis, the greater St. Louis area is being operated today is looking at data that I don’t see. There are those people who live in St. Louis
County who say, “Hey, my life is great. Why do I want to associate with the city in any way?” … Thirty-five percent of African-American children live below the poverty line. That’s just not acceptable.
Mantovani added, the way to capitalize on economic opportunities is to still bring in St. Louis city into the fold just not a full merger.
"Personally, I’m in favor of the city of St. Louis becoming another municipality in St. Louis County. That doesn't require the assumption of any debt it just allows the city of STL have representation on the County Council," said Mantovani

Mantovani said, “No. I oppose a ‘merger’ of the city and county. No workable plan for a ‘super regional government’ has every been attractive to residents of either the city or the county. Further, we cannot force our many, beloved municipalities out of existence. Each of St. Louis County’s municipalities, and St. Louis city itself, strives for what’s best for its residents and each has its own unique characteristics. Municipal officials should be partners with county government, and I am already and will continue to collaborate with the municipalities. That said, I would encourage discussions on how we can work together to develop consistent policies, negotiate economic opportunities, attract and retain new talent and recognize economies of scale.”

Agreed. Nothing against Dr. Page but the missing ingredient in St. Louis is a strong leader to move the entire area forward and allow us to realize at least a portion of our potential. In my eyes Mark Mantovani is the only candidate that possess the leadership traits and has the vision to do it. I personally think Mark offers the best chance for some positive changes. I don't really have any issues with Sam, he has had to deal with cleaning up from Stenger, but I think he would just be more of the status quo.
