I think they may be two buildings that are part of one hotel. 

It's a block from the Alamo and two from Riverwalk so I imagine there is a lot of tourist trade and those parking lots probably do a fair bit of business. No light rail or other mass transit other than bus it looks like.

Little Rock, Arkansas-based Reimagine Hospitality has closed on its acquisition of the historic Shell Building at 1221 Locust St. in Downtown West.

The building will be converted into a dual-branded hotel featuring two of Hilton's brands, Tru by Hilton and Home2Suites. The project will add 203 new hotel rooms.
..nearly half of the $43.2 million project would be funded by private debt. Reimagine Hospitality also plans to use $8.65 million in PACE financing, $2.25 million in equity, $5.36 million in federal historic tax credits and $6.2 million in state historic tax credits to fund the rest.

Glad to see it’s moving forward. Campo Architects seems to do great work based on their website. I wonder when construction will start. The story doesn’t specifically say when.

August 7th - zoning permit applied for. Calls for Interior Demo and Build Out Per Plans. Worth $25,000,600.00. This has yet to be issued.

The zoning only* permit was denied, probably bc the number of rooms doesn’t conform with lot size. Hearing to appeal is scheduled for dec 4th & as a former member of the Board that hear these appeals it will without a doubt be approved.

*What’s a zoning only permit? It’s for a developer to get the use of the building approved before they go all in & submit building permit plans.

Area regulations for downtown

“There shall be a lot area of not less than two hundred and fifty (250) square feet for each dwelling unit up to and including eight (8) stories or one hundred (100) feet in height; thereafter there shall be provided a lot area of not less than one hundred (100) square feet for each additional dwelling unit above eight (8) stories or one hundred (100) feet in height. Sleeping rooms without cooking facilities shall have a lot area of not less than one hundred (100) square feet each.”

The lot is 12,990 SQ so they could have 129 hotel rooms but they’re proposing 184 rooms.

As for as the size of rooms, the building is 112,000 SQ Feet, rooms will be on floors 2 to 12 (im assuming each floor plate is 9,333 SF) so about 17 rooms per floor or 550 sq per room net square footage that includes hallways, janitor closets etc (average hotel room gross SF is 325sq)

The current regulations sound like a significant impediment to micro-apartments/hotel rooms. Excessive population density seems like the least of our worries!

These regulations are probably left over from the Depression era when everyone was converting old mansions and hotels into single-room flophouses.  They obviously need to be changed.  They would require every high-rise hotel or micro-apartment development or rehab to have a large podium.

The fact they can make a quarter circle building work, though, gives me pause to every notion that the Millennium couldn't be converted.  Just put the bathrooms on the interior or frost an exterior window.  Make each apartment lengthy.  Off topic.  Not sure why it's so hard to wrap heads around.

^ I don't think it's as much to do with the shape of the Millennium so much as it is the actual condition of the building and the amount of renovation, remediation, and structural reinforcement that would have to go into that project that's holding it back. One can hope, though.
