Did they try to "wow" with over-the-top renderings, hoping that investors would join? Or did they just completely change their minds?

I thought things were going really well. And maybe they still are. The land productivity of the site could be better, so maybe we're about to see another proposal for Manchester.

Are there any plans for this lot on the side of 4440 Manchester? The rear of the lot has the parking garage entrance. I was recently at UCBC and it stood out like a missing tooth to me. It feels very suburban, especially since you get the view of SFH garages on the block behind it.

It’s a stormwater easement (“BMP Reserve Area”) according to the original plans: page 32. I assume it’s related to MSD stormwater management requirements

Fwiw, 1401 Tower Grove Av is still showing as owned by the LCRA. The surrounding lots are all owned by a KRONER INVESTMENTS LLC, based out of Ballwin (though no online footprint I could find). So I assume these are all being lumped together somehow as the 1401 lot is really too small for 14 townhomes to fit. See below. Yellow is 1401, owned by LCRA and purple are  what Kroner owns: 4320, 4318, 4316, 4314, and 4312  Vista  Av. + 1409 Tower Grove Av.

Ownership change on the STL assessor site oftentimes takes a few months to be updated.  I agree.  Renderings should be moved to Unbuilt STL at this point.
