A grand plan of BS. And people actually believed that would happen. If only they knew how their decisions would impact the City 60 years later. I guarantee the population loss wouldn’t have been so drastic if they just let stuff be.
Can't be a "do nothing" politician. Gotta do a game-changing, transformative project. And think of the jobs created by throwing everything away and rebuilding. Bonus, it gets rid of the yucky people living there

SLU is selling Salus Center and surrounding parking lots totaling more than 18 acres. Long term plans per Midtown Redevelopment Corp is to infill most of the empty blocks with Gate District West-esque infill. My map of the probable 18 acre site, including the Salus Center, is below (could be off slightly).
