On one hand I appreciate the police and the media referring to this as a targeted attack, but I also think that's a bit of a stretch, given that they were referring to it as "targeted" before they even had a suspect. From my perspective, "Targeted" implies some sort of connection between the shooter and the victim. Nobody new if there was any history between these two at that time, and there still may not be.
Just because they had an argument and the shooter chased the victim doesn't make this any more targeted than any other random act of violence against an innocent person.
Perhaps they have a history, and hopefully they did, otherwise this could have been any one of us.
I get what you're saying and my experience Downtown has always been the same. But there's no reason to compare situations when someone has been murdered. The truth is, we need to get to where a murder like this doesn't happen regardless of whether or not the parties know each other or the attack was targeted. I hear you, but this one just felt a little different to me, personally. I think it is a combination of the fact that my office is 1 block away, this is an area I walk frequently, usually around mid-day, and I and my closest friends were "skateboarders". And, I've been hassled by strangers, and I'm not always the best at just disengaging and walking away immediately.
