As far as design - This turned out better than I was anticipating - especially given what was produced a few years back when Stifel Nicolaus was looking at the site
I know there has been plenty of frustration with timing on this, but honestly given some of the options of the past this might be the right time for this development - Keeping the ball rolling (though very slowly) downtown
Between Centene, Wash U's campus development, the other big downtown projects (Jeff Arms, etc...) The Foundry, Cortex, BPV II, BJC and whatever ends up in the CWE on the vacant lots the next 4 years could be the most transformative in the last 50

Not to get to ahead of ourselves but it was nice to read in one of the articles that they plan to build on the remaining 3 lots in the future. I think he said possibly a hotel, more office, and commercial. He also said there was no timetable and it could be right after phase 2 is complete.

^If the leasing goes quick, I would be money that a phase 3 is announced mid phase 2. Similar to Power & Light. Now we'll get to see what the residential demand for BPV really is!
One final thought (for now at least): if/when construction gets started for Phase 2, the current parking lot will pretty much be taken up for staging, materials, and other construction needs. The current BPV operations will need to be tweaked to allow for their food/beverage deliveries as they currently have loading docks on the East & West side. I'm also curious to see what they do with the current concert stage outside. I would guess they go back to a portable set up version and host concerts in the parking lots once everything is built as well as continuing to utilize the indoor one too.

With this announcement, the Cards are committing to Busch-III. With Busch-II only lasting 40 years, I feared Busch-IV would be proposed some time around 2046 in a different location. Now that looks unlikely if they build this phase.

It would be nice if the next phase can draw some retail beyond the bars/restaurant especially as there will be some office workers and residents, but I'm not sure what would be the right fit in an area that will still lack high density even when included the surrounding blocks. Things like a CVS or small Target, if they are interested in downtown, seem to make more sense north of Market. Hopefully this can get the ball rolling on the Mike Shannon's property or the block directly to the East of the stadium. Maybe even a transformation of the Millennium Hotel? Damn you blind but infectious optimism.
Any chance that the height restriction on The Mike Shannon property would be raised in the event that new development were proposed?
Also, is it possible for Bpv to expand its physical footprint if the owners acquired adjecent properties? Like the garages or mike Shannon's property for example.

If the Cordish Companies and the Cardinals agree, they could very well purchase the 2 garages and the Mike Shannons site. But I only see them buying the Mike Shannons site in the event they do want to expand their footprint since the Garages wouldn't add much to the Village. Has anyone seen an Article with the Cordish Companies mentioned in it for this Phase 2. I don't recall seeing their name in any of the new stories. If their isn't, I guess the Cordish Companies are hiding away from this project now in a way.
I think it is interesting to look back over the past decade and see how much Ballpark Village has changed. Although the remaining Ballpark Village Phases will be transformational, I don't think we will see anything nearly as badass as the plan from 2006. But we are getting close. If we want to have a really good looking project, the remaining lots for Phase 3 should be all high-rise, no mid or low rise.

Not a dramatic addition, but visible. From the riverfront it should look about the same height as the Millennium. (Very very approximately.) The site plan is deep enough that you should see it anyway, but it won't stand out dramatically at 320ish a few blocks behind a 290 foot tower. (I failed to check the elevation difference, so that might not be quite right, but it should be closeish.) It will look more dramatic from the stadium immediately to the south, when you're seeing the skinny side and looking up more.

I suspect it's a little too wide. I ganked the base skyline photo from the Wikimedia Commons. It's by a user that goes by Pwu2005. I'm not quite certain where they were standing, but I'm guessing probably the observation platform. And the portion of the building visible south of the Millennium would probably not be visible from there. So it's not far off, but probably a little.

I'd like to think it will stand out more, but you're probably pretty close. It's weird how Downtown seems to sink as it moves west. This tower will certainly help fill-in the south edge of DT, anyway. Maybe they'll add some dramatic lighting at the top.
