Paramount Property is Kyle Miller.  He was part of the development team on 4321 Manchester, along with the Spencers.  He is also developing the new homes at Vista / Newstead.
I would be surprised if the city approves a permit to construct 1/4 of a building.

Agreed.  This feels like one of those situations where the info is either partially incorrect or there's something else we don't know about.  I don't think we should jump to any conclusions about or assumptions regarding what the final project will be / what has changed based upon the building permit site alone.

It's been over 3 years now.  There were qualified developers that answered the city's RFP.  If Koman / Green Street had been selected, they would likely be done or nearing completion by now.   How much longer is the city / LRA going to wait on this?

If it hasn't been said on here already, the construction walls are down and any digging they had done has been undone. Currently it's a dirt lot with some metal foundation ties lying around. If it's not dead, it's on life support.

I'm not sure it was ever alive to begin with.

Spencer "Development" is still listed as the owner, but 2019 property taxes have not been paid.  

They probably had to take down the construction barriers to put in the new sidewalk, but I'm curious as to who did that, the city?

The previous painted wooden construction fence went back up last Thursday & Friday.  I assume they took it down for the sidewalk replacement, but any movement at this point is a good sign.

It would be wise. At this point, I’d take the Trivers design. The foundations were done already, so hopefully they utilize those in some form.

Are you referring to the following Q&A in the FPSE neighborhood association meeting minutes:

  • Parking lot structure at Chouteau and Manchester?
    • New developer is taking over project from current developer
    • New sidewalks built
    • Will need to go to development committee for new plans
...or were you there?  I listened to the recording of the meeting, but couldn't hear the question or much of the answer.  They were definitely talking about the 4101 Manchester site, though.  I couldn't make out much more than the above, but:   a) Spencer is definitely out,  b) the new, unnamed developer is looking at how they can use the piers that were poured, and c) it's unknown whether they will pursue a similar mixed-use building...

I hope so, as it could at least give an appearance of integrity to the RFP process, and save the city a lot of embarrassment.  But KDG and Green Street have a lot more on their plates now than they did 3 1/2 years ago...

The $3.2 million structural concrete permit application for this project was cancelled on 8/25. I don't think it was ever approved. 

It's interesting that several of the recent CSB request records for this property have since been deleted...
