The FY23 budget projection had the earnings tax receipts topping $200M. The earnings tax has been a reliable grower in receipts, despite the narrative that its existence deters jobs and income.

There are 208,000 jobs in stl city and 52,000 held by city residents, so that leaves 156,000 non city residents that work here and pay earnings tax
now when you start breaking down which ones can WFH (office types) and which cannot (hospital workers, police, trash collectors ect) id guess about 30% of those 156,000 are eligble to WFH, so about 50,000 and of those 50,000 how many still work from home?  30%?  or about 15,000 and lets say they all make 100,000 average, (generous)  thats about $15,000,000 a year  IF all file for refund

You can replace this or even if it’s double by having a $5 a ticket tax for all sporting events in STL. Between blues, cards, City sc, Battlehawks, arch madness & other events that’s 5m tickets or $25,000,000.

A percentage-based tax would be better, wouldn't it?

A $5 tax would double the cost of the $99 SLU season tickets.

I'd think it would cut into Cards season ticket sales since so many upper level seats end up selling on StubHub for $6 (the minimum allowed on that site) for weeknight games.

I don't think the Cards would go for it, since based on butts in seats they are already struggling to fill weeknight games. But that's kind of obscured in the numbers since they count all those $30/month standing-room only passes in attendance.

Want to replace the earnings tac with a property tax?
City assessed value is $5128M. 200/5128 = 3.9%. Current property tax rate is 8.2611%. So that would be a 47.2% property tax increase. I doubt that would be popular.

If anyone even remotely questioned the earnings tax there would always be someone that said "but but but but you get your trash picked up for free"

Then they started charging for it. Kept the tax. Then raised the rates, then raised again.

Somehow, trash services were better when it was "free". Complete corruption.

Corruption or mismanagement? No doubt there's plenty of both to go around, but in the case of trash services I think its mainly a matter of incompetence. Basic city services have been on a steady decline since I moved here in 2009 (spanning two Slay terms, Krewson and now Jones) despite multiple tax increases in that time. I'm sure there's a long litany of reasons/excuses why that's the case, but its seems to me City government is primarily focused on subsidizing developers with one hand and while grasping at the social justice cause du jour with the other.

I get more wound up about the increases in the sewer bill and home owner's insurance. Trash went from $11/mo to $14/mo in 2017. Pretty good compared to inflation. $14 in July 2017 is $17 today.

It looks like the city has appropriated $19.8M for the 911 call center. Here are four ordinances appropriating $236M of the ARPA money and $40M in capital fund money which came from the city's budget surpluses. See the last pages for a list.

How much to do City and Cards & Blues players pay in STL city earnings tax annually?Less than 1% of what the City collects each year from earnings tax. $1.4M out of $200M comes from pro athletes. The total is probably a bit more since players like Burki that are City residents pay it on all income

Stl Today - How should St. Louis spend Rams money? Officials to ask public for ideas.

City officials will soon begin soliciting ideas from the public on how they should use their $250 million share of the NFL Rams settlement.

An online survey will go live next month, said Aldermanic President Megan Green. Officials will start holding public meetings to hear from people in September, and those will continue over the next year.

City police look to be finally getting new vehicle stock. I've started seeing 2023 police Tahoes around.

But I haven't seen any regular patrol vehicles yet. They all seem to be the unmarked ones without light bars being driven by higher ranking officers who wear the white shirts.
