It is deeds restricted by the Catholic Church. Restriction prohibits overnight stays. Short of knowing the Pope the restriction isn't going anywhere. I'm guessing it was grandfathered in. I've done what I can to make that happen and it seems like one of those things that, because the property owner there doesn't care about it, it won't get handled.
