Well, their current urban concepts would be.
But since CVS acquired Target's pharmacy and prescription delivery operations, there has been some speculation and discussion of more consolidation. Rather than a merger or CVS acquiring Target outright, a joint venture might make sense.
Target wants to move into urban areas with smaller concept stores complete with CVS pharmacies, yet CVS is already in many of those markets with pharmacy / c-stores. So, as things are, CVS would be competing with itself, unless, they create a new joint venture urban concept...something for which the Railway Exchange space seems perfectly suited.
I could see CVS supplying the health, beauty, and OTC medical products along with the pharmacy. And the Target side would supply the groceries, kitchen stuff, small appliances, electronics, home office supplies, unassembled furniture, etc. All targeted to the urban dweller or visitor of course. Then CVS can phase out some of their suburban-style urban c-stores, and share the increased cost of retail space in the denser, more pedestrian-oriented locations...
