Ok - could use some expert help with understanding the process in changing zoning.  I did some digging and discovered that a ton of the planned major developments (for example, GreenStreet's projects on Vista and Hunt) in the neighborhood were denied building permits by the Building Commissioner.  Stock and Associates, Inc. has appealed the denial decisions for the following:

Multi-family @ 4478-4492 Vista Ave. 
Multi-family @ 4449-4461-Hunt Ave.
Single family home @ 4420-34 Norfolk Ave.
Two family row houses @ 4449-67 Vista Ave. 
Multi-family @ 4402 Vista Ave.
Multi-family @ 4401 Vista Ave. 
Multi-family @ 4500-4540 Swan Ave. and 1305- 05R S. Taylor Ave.  (April Agenda)

Is this standard practice for these types of projects to be denied zoning and have to appeal?  Or is this just the usual process and required steps for the zoning to be adjusted by the city?
This is standard- most of these are zoned for something other than what is being asked to be built.  its a 2-3 month process to get thru but its 100% going to get approved. 

(i served on the Board of Adjustment for 2 years and spent 2 years working in the Zoning Dept)

Gotcha - so the initial denial is expected by all parties (I assume the Director is limited by statute or the current zoning and has zero leeway) and the appeal is the quickest way through the political red tape.  So what is the purpose of Ald. Roddy's Board Bills then?

I assume that in the long term they want the properties rezoned for the actual use

Who is the current owner of this building? I know Spencer Development was a partner, just wondering if this building might be being sold to free up money for their (apparently stalled) 4101 Manchester proposal.

Addendum to the original Building Permit was issued on 5/11.   This one should start seeing major work shortly.

Get ready for some more rehab projects on Hunt to begin too.  Clicking around on GeoSTL and there appears to be a pure rehab and then a rehab + addition in the works all on that same block.

Anyone have insight as to what the plan is for the old gas station at 1039 Tower Grove?  There was some initial work a few months ago and they've started on the tuck pointing and exterior brick.  Only permits listed on GeoSTL are for mechanical and plumbing, and it shows it's zoned as two family residential.

The last I heard it was going to be station for The City's Finest, a private security agency consisting mostly of off-duty police officers that is paid to patrol several neighborhood/business districts by private entities. Not sure if the plan has changed since then.

From the FPSE Neighborhood Association 7/2019 minutes:
The old gas station located at Gibson and Tower Grove Ave will become a location for The City’s Finest to check in and check out.

Looks like we are in for a business shakeup in the Grove. For those out of the Loop, the owner of Parlor (Sean Baltzell) and others within the company have been accused by over a dozen women of inappropriate behavior and sexual assault. Just look up "Parlor STL" on twitter and you can get the jist of what happened.

Unfortunately Sean's company owns part of a ton of Grove businesses including Takashima Records, Tower Classic Tattoo, The Monocle, The Ready Room if it comes back, and as of recently Atomic Cowboy. (Also Taco Circus and Union Barbershop outside the Grove.)

Several of the companies are already working to oust his ownership stake, but it's not clear how many of the bars would have the resources to do so considering the pandemic.

I thought all his businesses are a money laundering operation for his drug selling operation.....
