Yeah, guess my joke wasn’t received well. My joke was that City Foundry keeps going look at all this food and entertainment and ignores any requests for updates on retail progress. My comment was simply a proliferation of that practice. A form-based code would not permit a street-fronting parking garage without a certain % of lobby, common area, retail, etc. space on the ground floor facing the street. Maybe a positive spin in time, yes it would be a while, but if CORTEX and Foundry phase II get built out & the city/SLU can make an at grade FPP & Grand Pkwy happen you might eventually see a Foundry phase III in place or built on the parking structure itself as well as the surface lot fronting Ikea. Maybe wish full thinking and definitely long term thinking but plausible if infill and demand continues to march on.
You can see from Framer's pic that they are widening the sidewalk, adding a curb extension, and reducing the number of eastbound lanes of Forest Park Ave. to two.
