I don't see any reason to think another tower (other than the S. Broadway proposal) would be right on the heels of One Cardinal Way. But that said, I don't think that apartment demand Downtown is particularly tied to employment. I think Roberts and Arcade filled up on Downtown's appeal as a neighborhood and not because of any significant employment increases.
CWE may have seen a bit more employment growth in the last few years thanks to BJC/WUSM, but again, I think its growth is more a product of it being a pleasant, convenient, connected, walkable neighborhood.
Even in Clayton, where a Centene employment influx will certainly help drive demand, I think a broader shift in housing preferences (more walkable, more rentals, less ownership) lends itself to continued demand in the area's most walkable neighborhoods - regardless of whether work is within a few blocks or in a suburban office park. Maybe it's wishful thinking, but I get the sense that a lot of Downtown residents aren't there because of work proximity, but just because they like it and want to be there.
