My gut feeling is that congress, especially the Senate, will have very different view of POTUS budget when it comes to transportation/DOT. Trump budget view on transit projects: "future investments... would be funded by the localities that use and benefit from" them.
Future transit starts might be tougher. Some real money got approved on the local level for transit across the county from LA to Seattle to Atlanta and there will be a fair share of congressmen who will want to make sure Fed kicks in.
