There seems to be some questions of legality of SB 540 (2+2+2) gas hike. Governors office seems to think that's it's not legal and that at best the legislature can only do 3 cents and just once (a year) and not phase at all
Also some issues about enough support in the House to pass it even if senate does.

Sounds like, so long as it has the requisite support, they could do a +3, and then next year pass another +3, to get the same result as voting on a single +2+2+2 waterfall.

One thing I've always wondered is where MoDOT spends its $ thats allocated to the st.louis district. (It's about 35% of its total statewide construction budget). I wasn't sure what I would find but it was a lot, basically went back and looked at their previous STIPs from 2004-2014 and for the future from 2015-2019 stip, commission mintues where they awarded projects, bid-x website ect . And here are the results

When i find time, i do plan to look at property value/tax changes along the project before and after construction but only for big projects...$10M or above maybe

I-64 widening - I-270 to Route 340 - MoDOT

What is the problem?
During the morning and evening commutes, much of I-64 is congested between I-270 and Route 340(Olive Boulevard/Clarkson Road). At this point, nearly 150,000 vehicles travel this section of roadway, and in 20 years, that number could increase to more than 175,000 vehicles. The levels of eastbound congestion in the morning and westbound congestion in the evening will continue to increase in the area if nothing is done.

What does the project entail?
The project will add one lane in each direction on sections of I-64, similar to what was done on I-270 between I-44 and Manchester Road. Due to funding, the widening will not be equal on both eastbound and westbound I-64. The department will add one lane westbound between I-270 and Route 340; the added eastbound lane will run from Route 141 to I-270.

This project and every others that is planned from 07-01-2015 to 06-30-2016 was added to the program years ago. If you look at the construction plan starting 6/30/16 and on, it's pretty bare bones

Perfectly logical explanation that the project was already budgeted for, but using scare tactics to gin up support that they won't have enough revenue and going through with a project is more of a cost of credibility than a dollar figure.

MoDOT has been trying to add lanes to I-64 between I-270 and Olive since at least 2010. Back then, the project was estimated to cost $17 million which is ridiculously cheap for a lane addition. I'm not sure what the cost of the project is today.

We here may not be happy with some of MoDOT decisions and work but I don't know any other gov agency with 83% approval and that 90% of Missourians trust
