I didn't read it that way. What I see is more like this:

11.61% of Crestwood Businesses are planning on moving out of Crestwood
and
12.96% of Crestwood Businesses are planning on expanding in Crestwood.

What is the average attrition rate for StL metro munis?

Looks like the TIF will pass

Crestwood panel recommends aldermen approve TIF for mall
"... The city of Crestwood is only 5 percent. So they don't represent these other 13 jurisdictions. The city of Crestwood aldermen represent the city of Crestwood, and that's how that works. But yet they will have total say over whether or not a TIF goes through on this ...," he said. "So they have a 5 percent stake, if you will, versus 95 percent for everybody else. That 5 percent for the city is less than $800,000 over the life of the TIF ..."

I saw someone out taking pictures yesterday on the way too or from something for my mother. Wonder if we passed each other? It's interesting seeing the old curved (Sears I think) facade exposed. Also the floating theatre clear at the end.

The thing that is tripping me up is the difference in language between the two articles. KSDK says the sale "was" contingent on securing tenants. KMOX says it "will be" contingent. That's a pretty significant point to disagree on.

Walpert's plan is also mixed-use and is best described as similar to developments like The Streets or The Boulevard, which feature apartments and retail built around a central downtown-like “Main Street” pedestrian street that encourages people to get out and walk the stores and restaurants.

“You park, get out and walk on the street,” Simpson said. “I think it’s a very exciting concept.”
Under its plan for Crestwood, Walpert could have apartments on a second floor above first-floor retail along a “Celebration Street” lined with stores and restaurants.

With “renters by choice” and young families living in the apartments, the stores and restaurants would have built-in customers at breakfast, and with a few offices in the space, a reliable lunch crowd.

“You've got a development that's going to be vibrant basically 24/7/365, which I think is really what everyone wants that project to be,” Simpson said.
