Good that advocated saw this path forward and supported this litigation. Hopefully much needed money can start going towards stabilization on the North Side.

Per the Mayor’s live session, the prop NS site is now operational where citizens can nominate LRA buildings to be considered for stabilization. Thought we had a thread for prop NS but could not locate. Feel free to move this there

I couldn't find a Prop N-S specific thread, but I've been looking at the Prop NS website and it's been interesting to see the program develop. So far they have rehabbed and sold three small houses in Greater Ville, Mark Twain Industrial & Walnut Park East. 

There's at least 10 more houses they now have under construction, which are all on the North Side. I'm especially excited about the rehabs they're doing in Fountain Park, some really beautiful housing on the 1100 block of Walton. 

Two things I'm kind of skeptical of are that Walnut Park East and West seem to be a focus of the program, probably because of who sits on the N-S board. These neighborhoods are in bad shape and the housing stock seems not so well built so I'm curious to see how much interest there is in buying stabilized properties up there. 

The other is that they haven't approved any stabilizations on the South Side. While obviously more stable I think there's plenty of vacant properties that could use the help, especially in Dutchtown and Carondelet.

^The 4000 block of South Grand comes to mind. There are five rather handsome and solid looking structures rapidly falling to neglect. And I can't for the life of me understand why the entire block is being left to rot. (Immediately south of Merb's Candies.)

There are very few LRA buildings in South St. Louis, therefore most NS money will be spent north. That's a good thing. The market can mostly handle renovating buildings south if owners will sell them. The stabilization and subsidy need is north. The initial buildings selected were test cases, and actually funded with Building Division money. Going forward you will see the building selection based on public nominations, and ability for the funding to get enough work done to be worth the investment.

Iirc the ward alderman also gets a say whether a building gets approved for NS stabilization. Adds another layer of politics in there.....

^Well, no, I didn't. I wouldn't pretend to know how the thing works. I suppose I figured the owner could apply for a grant. I guess that's not the case.

I believe CDA has home repair grants for people in need. They also have more common no- or low-interest loans for same.

Prop NS funds can be applied only to LRA-owned properties with the hope of returning them to the tax roles (more easily).

So far the top neighborhoods that SLDC has chosen to renovate/stabilize properties are:

-Kingsway East: 11 properties
-Walnut Park East: 10 properties
-West End: 8 properties
-Hyde Park: 7 properties
-Fountain Park: 5 properties
-Wells Goodfellow: 5 properties

Seems like the program is making progress so far, I would like to know who they are selling properties to, is there any oversight over the screening? Because if they are stabilizing vacant properties just to sell them to out of state investors bent on holding homes until they are worth more the money is just going to waste.

My understanding with LRA is that you can't even buy a property unless you have plans and financing in place to do something with it. I could very well be wrong.

That’s sort of the expectation but in practice if you have a vague plan it seems with some properties you can just go ahead (speaking from experience with only one parcel)

Crazy how often the fixes are simply - stabilized roof, cleaned/replaced gutters & downspouts, cleaned out.

There's a few but LRA properties are overwhelmingly concentrated in North City. Most vacant buildings in the Dutchtown area are privately owned.
