^^What are the dimensions of the special use district? How far afield do the prohibitions run?

Looks like restrictions on buildings north of Dr. Martin Luther King Dr. between roughly N. 18th Street and Webster Ave.
I don't think that's going to hurt much. I think taller downtown-type projects should grow north more toward the Columbus Square area than Carr Square area anyway.

Bosley said among issues under discussion is a possible reduction in size of the zone, which currently would stretch across an acre from Natural Bridge on the north to Dr. Martin Luther King on the south, taking in portions of neighborhoods like Old North, St. Louis Place and Jeff-Vander-Lou.

Air Force (owners of the NGA site) generally wants a 1,500 foot buffer
^ Nice. Despite the layout and garages, it still has quite a presence when you’re moving around that part of the city.

There has been talk within city of St. Louis government to restrict businesses in the blocks surrounding the NGA development boundaries. If I recall correctly, gas stations, drive-thru restaurants, blood donation centers, liquor stores, bars, etc., would not be allowed within 2,500 feet – just under a half-mile – of NGA.
I remember in March that this had advanced, but I’ve seen nothing since. Is this going to go into place?
If it does, what kind of security might we expect in that zone? Will we see military police driving around? High-tech security features that detect certain noises, etc., applied to intersections? Anyone have any kind of insight about what we can expect?

I wouldn’t expect anything different than now. Guards at the gates. Not outside the complex.RockChalkSTL wrote: ↑May 10, 2022There has been talk within city of St. Louis government to restrict businesses in the blocks surrounding the NGA development boundaries. Are you sure all those things you list would be banned? Some of those, I don’t see the risk.

I figured as much, but with the NGA no longer fairly isolated in Kosciusko up against the river, and now in the middle of a neighborhood community, I wondered if there would be any kind of changes to how they secure the area.
I know they want no buildings above a certain height within a certain radius of NGA boundaries - I believe the same 2,500 feet. At one point, that height restriction was set at 85 feet, but I think I read somewhere that they adjusted it to ~600 feet above sea level to account for shifting terrain.
A restriction on businesses within that radius also indicates some control over the surrounding area and I guess I'm just curious about where the line will be drawn.

It seems that the proposed restrictions have changed.

"The bill creating a 958-acre “special use district” around the NGA campus would subject development proposals to review from NGA security officials and restrict some uses such as gas stations and manufacturers using certain processes and chemicals deemed potential threats to the NGA’s operation.
“Those uses are based on what would pose a risk to us maintaining our 24/7 operations as a national security agency for this nation,” Sue Pollmann, the NGA official leading planning and construction for the new facility, said during a Thursday hearing at the St. Louis Board of Alderman’s Housing, Urban Development and Zoning committee."
................
"When initially proposed in 2018, the district also would have required extra approvals for uses such as liquor stores, bars and blood-donation facilities, something city officials said would help guide redevelopment in the area. Those restrictions have since been dropped so the district only restricts uses the NGA says pose security risks."

Any chance we can get some branch NGA facilities set up at strategic points around the city? I'm thinking a small office around I-44 and Grand would be quite welcome right now

I would think that if NGA is going to open any kind of satellite office space in St. Louis city, that we will see it in that NOW area (if it ever materializes), or in the Cortex District.
^ Pretty sure that was a tongue and cheek comment about the plans for a QT at Lafayette and Grand…
The BoA gave first approval in April:
It’s not gonna change much of anything...at all. The height restriction isn’t going to stamp out any existing proposals and no gas stations and dangerous manufacturing sites sound good to me. There absolutely will not be MPs driving around the city.

I realized it was a tongue-in-cheek response about QT, but it really wouldn't shock me if NGA opened satellite offices that the public can access without anything involving national security being at risk. If they do, I think it's a safe bet to assume that the office would be in Cortex or the Washington Ave. area.sc4mayor wrote: ↑May 10, 2022^ Pretty sure that was a tongue and cheek comment about the plans for a QT at Lafayette and Grand…

You were able to find an update and answer my question. Thank you. Sounds like this is going to go through.
I do know that the restrictions had some opposition as some felt that the restrictions were too tough on an area of the city that is already struggling to attract development. I assume this is why the list of restricted business has kind of been furled up. I'm totally okay with the restrictions they're advancing right now.
^ Yeah, originally they were talking about banning even small businesses like barbershops and tattoo parlors, among others. They pulled all that back out since those could be considered basic neighborhood services, especially a barber shop haha.

There's not really any need for any public access at NGA that the general public would need access to. Unless you're a contractor with a security clearance, civilians have zero reason to visit NGA. No satellite offices are needed at all.RockChalkSTL wrote: ↑May 10, 2022I realized it was a tongue-in-cheek response about QT, but it really wouldn't shock me if NGA opened satellite offices that the public can access without anything involving national security being at risk. They have a satellite office (moonshot labs) in T-Rex.RockChalkSTL wrote: ↑May 10, 2022I realized it was a tongue-in-cheek response about QT, but it really wouldn't shock me if NGA opened satellite offices that the public can access without anything involving national security being at risk. The new building will also have a fair amount of unclassified space they plan to use to collaborate more with other business/university students/etc.

Actually, it looks like they've already opened an "unclassified, collaborative innovation space" in the T-Rex building. It's been open for nearly 10 months.Laife Fulk wrote: ↑May 10, 2022There's not really any need for any public access at NGA that the general public would need access to. NGA said repeatedly throughout this process that they were going to be extending an olive branch to the public sector for government-public collaboration.

BB36 would increase the local and state contributions to infrastructure for and around the NGA site. A reminder how much State and city money is being put in. Lets hope the burgeoning geospatial scene pays back on this investment. Definitely off to a good start.
https://www.stlouis-mo.gov/government/c ... BBId=14046The overall purpose of this Board Bill is to approve a Second Amended and Restated Financing Agreement among the City, the LCRA and the State of Missouri in connection with funding certain infrastructure improvements that are needed for the NGA West project and that benefit the surrounding neighborhoods. Pursuant to the First Amended and Restated Financing Agreement dated as of December 21, 2016 (and authorized by Ordinance No. 70074), the City agreed to contribute $1,500,000 annually of earnings tax revenues generated from NGA employees through Fiscal Year 2046 and the State agreed to contribute between $5,750,000 and $5,950,000 annually of withholding tax revenues generated from NGA employees through Fiscal Year 2046 to repay bonds issued by the LCRA. The LCRA's bonds, issued in 2017, generated approximately $103,500,000 in available project funds. These funds, together with a $13,000,000 line of credit secured from the St. Louis Municipal Finance Corporation (via a lease financing using the 1520 Market building as collateral) and approximately $40,000,000 in proceeds from the sale of State-issued Brownfield Tax Credits, were used to assemble property for the NGA West project, prepare the site for transfer to the federal government, and construct certain infrastructure improvements benefitting the NGA West project and the surrounding neighborhoods, including improvements to the I-64/Jefferson Avenue interchange, the Jefferson Avenue corridor and 20th Street. The proposed Second Amended and Restated Financing Agreement will increase the City's annual contribution by $650,000 and the State's annual contribution by $850,000. This additional funding will allow for an additional series of bonds to be issued. The proceeds from the additional bonds, estimated at approximately $22,500,000 based on current interest rates, will be used to fund additional infrastructure benefitting the NGA West project and the surrounding neighborhoods, including, without limitation, improvements to Cass Avenue, 22nd Street and St. Louis Avenue. As a result of the Second Amended and Restated Financing Agreement and the additional bonds, the City's current combined lease payments on the 1520 Market building and financing agreement payments will be reduced from a total of $58.5 million over Fiscal Years 2022 - 2046 to $57.155 million, resulting in a total payment savings to the City of approximately $1.35 million, while funding over $20 million of infrastructure improvements in North City.

If you're wondering what happens to the old site once NGA relocates in 2025, Scott AFB owns it and they will sell it, basically the money gets to stay at Scott to be used for whatever on base.
My only guess for Koscuisko would be Sigma. I seriously doubt the foreign bosses would let A-B try for it. The Arnold campus is probably a big white whale that will sit unsold for years.dbInSouthCity wrote: ↑Jun 17, 2022If you're wondering what happens to the old site once NGA relocates in 2025, Scott AFB owns it and they will sell it, basically the money gets to stay at Scott to be used for whatever on base.
NGA is staying in Arnold even when the new building is open. They are only leaving the 2nd street site.dweebe wrote: ↑Jun 17, 2022My only guess for Koscuisko would be Sigma. Interesting. I didn’t realize the sale would go to Scott. I figured it went into the system a lot higher up the food chain.dbInSouthCity wrote: ↑Jun 17, 2022If you're wondering what happens to the old site once NGA relocates in 2025, Scott AFB owns it and they will sell it, basically the money gets to stay at Scott to be used for whatever on base.
I’ll be curious if the coast guard or army corps have any interest in expanding their footprint. I’d guess not likely but they are right there adjacent to it and they would have dibs before non government entities.
- 9,526
^ only certain DoD entities can hold land and property. NGA is not one of them, so that falls on the nearest installation that can and in this case thats Scott AFB, so its their property. if NGA was located about 30-40 miles to the west it would fall under the Army/Fort Leonard Wood.
