Snow is designing the stadium along with St. Louis-based architecture firm HOK. The fresh renderings come as St. Louis’ MLS team gets closer to starting construction on its stadium. The St. Louis Board of Aldermen on Friday approved legislation aimed at advancing the project.
Not sure I believe that...An ownership spokesman said the design changes are unrelated to the decision by Missouri Gov. Mike Parson's administration to withhold $30 million in state tax credits the owners had been counting on. A lawyer for the MLS group said last month that designers and architects were "looking at things" after the state's decision.

I would assume with pro sports pretty much shutdown that any milestones and deadlines goals in the near term got moved as well. Big assumption and absolute speculation on my part but would only be logical from a biz perspective to push the pause button until you are more certain of things.
