A city urban renewal board, the Land Clearance for Redevelopment Authority, is weighing at a meeting Wednesday whether to declare the 20,502-square-foot JP Bushnell Building at 3041 Locust St. blighted, and approve a plan for incentives for its redevelopment.
The Midtown warehouse has been vacant since its occupant, JP Bushnell Packing Supply, relocated to north St. Louis. The building dates to 1917, according to a marketing brochure.
City officials are recommending that the LCRA back a10-year property tax abatement based on 75% of the assessed value of the incremental improvements, filings show.
The city lists Danielle Bach of Falkbuilt St. Louis LLC as the developer. The property owner, 1619 Carroll LLC, is linked to developer Jassen Johnson of Renaissance Development Associates, state records show. Johnson has completed a number of historic building renovations in Midtown.
The development team purchased the 0.16-acre site last year for $1.1 million, according to city documents.
The plan to redevelop the building consists of eight apartments and 5,800 square feet for offices, documents show. The developer hopes to attract marketing and creative firms to the ground floor office space, according to the filings. The apartments would measure about 1,320 square feet each, with average rent of $2,295.

Jassen Johnson is wrapping up a $7 million project that adds 45 apartments and several restaurants to the neighborhood, located in the former NEO building (2801 Locust). Way better use than the server farm another developer is planning at a similar building down the block.

ST.L Slice Bar, which will service pizza by the slice, and Mexican restaurant Los Tres are concepts from a new hospitality group, Goodtime Hospitality. Johnson said Goodtime Hospitality is a new venture whose partners include himself and two other local developers. He declined to disclose the other partners. The Oakland will also include a location of The Sweet Creamery, a bakery that also has a storefront in Belleville.

Prolific Midtown developer Jassen Johnson has completed more than 70 projects in the neighborhood, with his work to date solely focused on redevelopment projects.
“In my 24 years working down here, we’ve never been able to get the rents high enough in order to warrant a new construction project,” Johnson said.
That’s changed. Johnson’s firm, ONYX Development Consulting & Interiors, in mid-December expects to break ground on a $2.6 million, 11-unit townhouse development at 3040 Washington Ave. in Midtown.
“This is the very first new construction project in the district” in many decades, Johnson said.

The new project, called Tate Annex, will be located on an empty lot just north of another project called Tate that includes eight apartments and commercial space. The projects are part of Midtown Alley, the district where Johnson over the past two decades has rehabbed dozens of buildings along a mile-long corridor centered around Locust Street. The ground-up Tate Annex project comes as Johnson has added residential density to the Midtown neighborhood through redevelopment projects such as The Malone, which revamped the Beaumont Telephone Exchange, and his new Oakland project that is adding 45 apartments in a 42,000-square-foot building at 2801 Locust St. Johnson was part of an effort add more than 150 apartments along Jefferson Avenue and Olive Street, near St. Louis City's Energizer Park, but the proposed parcels for that project have been listed for sale.
The Tate Annex adds to the $4.9 million Tate project that redeveloped the former 20,502-square-foot JP Bushnell Building at 3041 Locust St. The first residents of the Tate's eight apartments moved in this past summer. The commercial space is anchored by Falkbuilt St. Louis, a branch of interior construction firm Falkbuilt Ltd. The Tate includes Falkbuilt St. Louis’ showroom and offices for its two-person team that includes Danielle Bach and Staci Piasecki. Two more commercial tenants are expected to be located inside the Tate building, with negotiations ongoing with those prospective tenants, said Johnson.
A commercial building located at the Tate Annex site was demolished to make way for the new residential building, which will include two-story townhouse units. Marketing materials for the project say it will include one-bedroom, 1.5-bathroom units that are 624 square feet and 673 square feet in size, with rents of $1,700 and $1,800 per month, respectively. The apartments will have private balconies and access to a rooftop deck. The Tate Annex will include indoor gated parking that will be available to its residents and those at the Tate apartments. The apartments are targeting young professionals as tenants, said Johnson. Tate Annex will also have a 1,500-square-foot commercial space.
The Tate Annex project, while spearheaded by Johnson’s development and interior design firm, will be owned by Bach of Falkbuilt St. Louis. Bach’s husband, Travis Link, has invested in real estate deals with Johnson and Bach said she’s wanted to get involved with investing in the neighborhood, she said. Bach said her firm’s office being located next to the project was a “key component” in deciding to take ownership of the development. She said she has previous real estate investment experience in single-family housing.
Core2 Construction is general contractor for the Tate Annex development, with St. Louis-based Osnova Architecture and ONYX Development Consulting & Interiors handling the design. The project’s lender is People’s National Bank, who also helped finance the Tate redevelopment. Johnson said the Tate Annex project is not receiving tax abatement or tax credit financing.
