It looks like all the junk on the south side of the building is just sitting there rotting!! 
and via a drive by looks like some windows are boarded up
can we declare this project unfinished and just board up the whole thing (again)?

As much money they have put into this you would think they would have turned the focus to getting things open one at a time as soon as they could.

Have you never been to a construction site? there is nothing rotting. its excess counter tops, tiles, pipes and construction material. some will be used, other will be returned

Have you never been to a construction site? there is nothing rotting. its excess counter tops, tiles, pipes and construction material. some will be used, other will be returned 

I don't think he was being literal.  Rotting can symbolize stagnation, the passage of time, and myriad other things.  Also, at this point, calling this a construction site is a stretch.

^It's been a while since I worked on that sort of construction project, but that looks pretty close to complete, really. Structural is slowest, and that's all clearly complete. The electrical, plumbing, and HVAC all look done. Everything is framed in. The walls and ceilings are closed. It's just trim at this point. Needs a few doorframes. Paint, carpet, fixtures, furnishings . . . and all of that can go surprisingly quickly if you throw enough bodies at it. That last part is a big if, mind, but it appears to be at a point where all that's left is one big push and you can start generating revenue.
