SLU could chip in the money they got selling the QT site.
I asked Ald Davis about this in 2019 and 'they were working on studies'. So, it's been at least three years in my last check-in on this. I imagine she is checked-out at any rate.
Recall the rebuild of Kingshighway and Forest Park was not funded by the city. This could have been done a long time ago, but the state's and region's focus has been on building new stuff on the edges to move lots of cars quickly instead of fixing old stuff and safety.

No leveling of the intersection as part of this plan. It'll take a lot more money.

^I'm actually okay with that. Done properly I don't think the grade separation is the problem. It means there's less pavement to cross for pedestrians. Mind you, it's not done properly right now. But if they provide better crosswalks and design it sensibly it could be good, even with the bridge still in place.

^I went to the meeting today. It's not perfect, but it's good. I think it's quite a bite more sensitive and well thought out than the redesign of Kingshighway was at this point. Some of the changes that I'd like to see, like center of the street medians generally south of Utah replacing the suicide lane and more traffic circles (I think I officially became the "traffic circle guy") would require some combination of more money, enabling ordinances, aldermanic support, and probably a lot of community education. (I'm working on it one neighbor at a time.)
I particularly liked that the firm running it, when approached with suggestions, generally seemed to be supportive to the idea, though they did explain they were working within a budget and certain parameters set by the city. But they very much seem on board with doing more and suggesting more, which is quite different than the feeling I got at the Kingshighway project, where the team basically said "traffic counts require six lanes there so we can't do it" and similar.
We might truly have a once in a few generations opportunity here to reshape our city. With some nudging to the Board of Aldermen, some strong community engagement, and some thoughtful design, maybe we could lead the nation in reducing auto-related fatalities. I think the team knows what needs to be done, they just need the money and the support from us to make it possible. Honestly, the scale and scope of these projects gives me hope. The fact that they're all happening at once is almost unbelievable to me.

Yeah I was pleasantly surprised reading up on the proposal that someone has finally gotten a clue that motorists need to be reigned in for everyone's safety.
