The Loop Trolley's conditional use permit was extended Monday night.

The city council in University City unanimously approved the permit, according to KSDK.

St. Louis Construction News and Review tells me that the Loop trolley has chosen a construction manager, Kwame Building Group (KWAME) and they expect to issue bidding documents in late April and May.

That's an important step towards getting this project going!

^ I believe the correct term is Small Disadvantaged Business in SBA lingo. However, Can't speak for Kwame if they actually have gone that route to get certified with SBA or not. Either way, you have to be impressed that they have a pretty solid track record of projects. Glad for them.

Use to work for Hub zone certified business. In our case, we were within the legal framework but questionable as far as I'm concerned. Our crews were union but technically worked for a management firm and therefore not counted in the Hub zone certification. Hubzone certification qualifies you for a 10% discount when comparing low bids on federal projects without actually having to take the 10% deduction if awarded the contract. Also did work for an individual who qualified under an SBA program to mentor and build minority owned businesses. He got his cut for 8 years of sole source federal contracts and called it quits. You had to be a stand alone business after 8 years or you were out. It cuts both ways, my current employer helped a woman owned business, not minority, for years. The business so happened to be owned by the CEO's eldest daughter until SBA audit nixed her gig.

But back to the thread, good news!!

U City is balking on the Trolley. From the Post Dispatch:

As for the much-delayed Loop trolley, the City Council has endorsed permitting the project but voted Tuesday night to delay extending its permit until the city gets firm assurances that money would be there to restore Delmar Boulevard if the trolley project failed. The council does not want to be stuck with the bill of removing tracks and wires and restoring pavement if the trolley can’t make it, some said.

Council members Terry Crow and Stephen Kraft, who otherwise were at odds with each other, both said they wanted better assurances than a letter of credit from the Trolley Transportation Development District.

Joe Edwards, Loop developer, owner of Blueberry Hill and the Pageant, and ardent trolley backer, told city officials money would be there and there was no way the project could fail.

But Kraft said no bank would give a letter of credit to a bankrupt entity.

The council voted 6-1 to extend the conditional-use permit only four weeks, with Mayor Shelley Welsch, who sits on the trolley transportation development district board, voting no. Welsch, like Edwards, wanted a permanent permit approved.

It would be helpful if Washington University would publically put its support behind the trolley to settle the politics once and for all. They are the ones putting skin into the development game for their sake that benefits U City immensely.

Otherwise, Matguy has a pretty good idea, stop short but extend in the other direction. Unfortunately, the difficult part Is the trolley is relying on the transportation tax district for operations at the end of the day unless the city can some who add some funding..

I thought this thing was a go, now it seems that University City is trying to throw one more hurdle in the way. This just proves how inept and out of touch the leadership of these fiefdoms are. The more stupidity I see come from these suburban villages the more I'm all for the "nuclear option". Maybe it would attract a better quality of political candidate.

^i don't think it's stupidity. There a legit reason to think the loop trolley will not be successful. It makes me a little ill to think that St. Louis is investing millions into a trolley from on Metrolink station to the next one down the tracks. The worst aspect is that it's failure will likely reflect poorly on the notion of expanded transit, despite the fact that the failure here is actually going to be over capacity.

It's only because it has such a staunch and respected backer that it actually is close to being built. It's unfortunate that Joe Edwards was so insistent that it go to the loop. A streetcar on grand (grand center to south grand) would have been a much better proposal.

That said its pretty late in the game to start trying to oppose or apply new financing restrictions on it now.
