If you frame it as a matter of individual responsibility, there's nothing that anyone can do. The fact that people are going along with framing the issue that way is the problem. I guess the simplest answer is "hold leaders accountable for allowing this to happen". We all live in a society; unless you grow your own food, and pave your own roads, it's not actually sufficient to just get boosted and relax. If a person is fully vaccinated and boosted and always wears a mask when they're in indoor public settings around other people, what more is it that they should they be doing?
Also, if you're vaxxed/boosted, based all presently available data, omicron is mild. That doesn't mean you shouldn't exercise caution or take active steps to avoid getting it, but if you do happen to get it, the good news is that you'll probably only experience a few days of feeling a little crappy and then be OK, as long as you're vaxxed/boosted. There hasn't been a large influx of vaccinated and boosted patients contracting omicron and filling up the hospitals. If you're unvaccinated, it's a different story.
I think we've already decided what it means: we're going to let society teeter on the verge of collapse every January until eventually the whole thing finally topples over. We're almost past the peak of this year's January wave without anyone in charge facing consequences. So, they'll do nothing every year and we'll just live with having to watch our kids at home because 1/3 of their teachers are out sick, maybe an extended blackout when a storm hits and there aren't enough linemen to fix it within a week, maybe a bunch of kids die in a building fire because the firemen are out sick.
