The NFL and often the press call them "Guidelines".  The Document title is "Policy and Procedures for Proposed Franchise Relocations".

I think the NFL knows they totally screwed up regarding the Rams move.  It broke all their own relocation guidelines, it went directly against it's own committees' recommended findings, which was to leave the Rams in STL because they were the only City out of STL/Oakland/San Diego that actually had a real plan to keep the team.

Add to that the news from a few posts up that they had Kroenke LEGALLY sign a document that he would be on the hook for any lawsuits the NFL gets sent it's way.

They've tried to have this case dismissed so many times, and the court has shut them down each time.  NFL got greedy (-greedier than usual), saw a chance to try and put a mega-stadium and state of the art stadium in the biggest TV market in the USA without an NFL team, and decided rules/laws/leases be damned, we're gonna make an assload of money and we have the power to do it.

Well the time has come for legal retribution and the NFL is crapping their pants as to what the verdict/settlement could be.  The fact that St. Louis has taken it's sweet time with this lawsuit and not rushed into it makes me believe they really have built a bulletproof case against Kroenke and the other NFL owners, and now they are stuck between a rock and a hard place.

I didn't catch the entire 590 AM interview but Frank Cusamano had someone on today who felt certain that STL was going to win the case and the money spent ($16m?) on trying to keep the Rams. He didn't want to speculate too much what damages might be awarded but certainly thought that 100-200MM wouldn't be out of the question.

In any scenario where the league loses, they will appeal and this is going to drag on unless a settlement is reached.

^Two big questions regarding damages: 
1. Will the courts allow for the monies paid to the other NFL franchises resulting from the relocated NFL franchises being allowed to move operations to be recognized as calculated damages for the plaintiffs? The MO Court of Appeals certainly believes so, which is why they enjoined all 31 other NFL franchises besides the Rams into this case as co-defendants. That's what elevates this case to $1BB+ in damages. 
2. Could the courts award punitive damages to the plaintiffs? This is a case involving contract law over real property and involves 4 charges of fraud against the defendants. If so, sky's the limit here. I was checking on MO statutes for punitive damages and saw that, in 2014, the courts removed a cap on punitive damages (that was a ruling where the former cap of 5x damages was removed). 

Meanwhile, the plaintiffs have repeatedly stated that they do not intend to settle, that they want a judgment. This is getting exciting.

In context of GC questions and the reality of the situation I believe this is exactly the outcome for the foreseeable future.   The only thing that could change and In my speculative opinion I wouldn't be surprised if Stan K agrees to cover any outstanding dome bond debt & maybe some loss revenue from no NFL games from the time they left (building it in the first place and any upgrades),.  Which is maybe in the tens of millions at most.     
Say a $100 million settlement with no wrong doing is the most likely outcome in my mind .   Doesn't sound great but I think it is not a bad outcome for settlement if CVC can clear outstanding debt/bonds for the dome, recover some of the debt already paid on since the Rams moved out and maybe have some funds to support upgrades on dome side for future convention/or even for mitigating impacts from the dome itself..    Of course, my thought on mitigation for having the dome built in first place is some of that settlement funds goes to removal of the raised section of freeway to the east in order to put some street grid back in place.. or maybe affordable housing fund.   Preference is freeway removal.

I honestly think everyone is in la la land if the city and region comes with a windfall on punitive damages.   Obviously, I could be proven wrong.

The Center Square: NFL: Rams never had a ‘contract’ with St. Louis – or with any other city

This is a fascinating twist to their previous statements. Defendants are now claiming that there was never a contract. However, they are relying on their lease with the then-Edward Jones Dome, which if I'm not mistaken is a GDMF contract! Also, the EJD was a government-owned property, which was operated by the City and County through the RSA! These guys' attorneys are reaching so far out, I'm surprised they haven't dislocated their shoulders yet.

^ The more and more absurd claims I hear from Kroenke's lawyers, the more and more convinced I am that they are screwed and are just throwing stuff at the wall and hoping something sticks at this point.

My preference for a settlement is getting as much cash as possible and then staying as far away from the NFL as possible.

Agreed. How foolish would we look accepting that settlement contract after successfully proving the counter party doesn’t honor contracts?

I’ll take an NFL team as part of the settlement (on top of a huge pile of cash and a public apology) if:

1. No expansion fee, ownership group. The NFL give us a team.

2. The metro area owns the team like Green Bay. It’ll never move.

3. We get to use the dome. No new stadium. If the NFL demands a new stadium, the NFL builds us a new stadium.

Otherwise stay away from the NFL.
