Don't know on the first three, but it would be healthy for all of these races to be contested.
French can't run for 21st as soon as he files for Mayor. Could always change his mind and withdraw from Mayoral race and file for Alder, but I don't see that happening.

No. That office is elected with the even-numbered wards and won't be up for grabs for another two years. One cannot run for two municipal elected offices at the same time, but there is no prohibition on holding one office already and running for another.

Odd numbered wards are in March, correct. Whether Baringer steps down prior to taking office as state Rep or after, her special election will coincide with the March primary & April general and be partisan (primary & general).

One person's antics are another person's priorities. Voters in her ward have elected her 2x in the last 2 years, the last time by a large margin, 71-29%.
The race will be a good barometer for the overall political mood in the City. The 15th Ward is pretty diverse politically, racially, and socio-economically.

In the 11th Dee Brown is also well known from her work over the past four years on the Southside Safety Committee. I just hope someone formidable and progressive is able to consolidate support and challenge Villa. He really needs to go. I have heard him boast how he can't us a computer so needs his wife to read and respond to electronic communication. He has has not been able to drive a car for a number of years and has problems walking so his interaction with our wards neighborhoods and people are limited. Between Tom and his nephew Matt, our Southside neighborhood has seen such travesties as Broadway Bluffs, Loughborough Commons and the destruction of the Carondelet Masons Hall for a parking lot. Not to mention numerous examples of substandard new construction infill housing that received their support. We need a progressive, urban minded preservationist before more damage is done.
fwiw, Jason Rosenbaum thinks Villa might not actually run now since Martin filed.... don't really know her or their connection but he indicated he didn't think they'd run against each other. So maybe you'll get your wish.
^ don't know of her chances but I think Lindsay Pattan would be a good gain for the city over incumbent Marlene Davis. In general, the more young blood the better in this burg.
