Unless the garages were initially engineered with upward expansion in mind, I doubt that simply adding more floors would be realistic. At their age, and with the expense involved, it would probably be more cost effective to demo them and start from scratch.
They were built to support towers above them, but I agree that these monstrosities should to come down and replaced altogether. Upgrading them would be an improvement, but at the end of the day they're still ugly, squatty concrete parking blocks that detract from the urban cityscape. Start over.

Just some random thoughts on downtown that might be completely misguided. Nothing profound here. I feel like St Louis (as a city and region) often gets ahead of themselves on peripheral developments before they even approach critical mass in core areas. In regards to projects in the city, developments located in isolated or restricted access areas like Gateway South, The Armory, and Steelcote seem like projects that should happen out of necessity once the adjacent area is popping at the seams. When I think of the quickest way to impactful downtown revitalization, I think the city should focus the bulk of the settlement money specifically on Pine, Olive, and Locust from 4th street to Tucker. This area encompasses AT&T, Keiner, Wainwright, Railway Exchange, Chemical Building. I believe Washington Avenue has a strong enough built environment that it would develop organically as a result of the added density of Pine, Olive, and Locust. These streets can be a pretty spectacular environment of urban canyons that can’t be replicated in downtowns like Kansas City. The acquisition of the Keiner garages makes it seem feasible that the bulk of the remaining surface lots on these three streets could also be obtained at some point. Overall, my concern is that the city will spread the downtown settlement money over 100 square blocks and the effects will barely be noticed. With that said, I’m not suggesting that the city discourage development outside of the area I mentioned. Phase 3 of Ballpark Village, the Millenium site, and the growth around Energizer Park will all be impactful and contribute to the vibrancy of Downtown and Downtown West. I also understand that I’m oversimplifying and probably idealizing how a lot of this development I’m suggesting would take place.

I remember back in my younger years when I would grab Hardee's and take it into the Cardinals game with me. Hopefully we can see a couple fast-ish casual options go in.

There needs to be patios and street facing establishments all up and down Chestnut and Market if the Gateway Mall is ever going to work the way it should. That type of development and use since the Gateway Mall was created has been pretty poor but these civic orgs interested in the long term health of downtown should be seeking any types of use and development that begin to create that environment

i miss Caleco's. such a great place for late night eats. Ever since covid, it feels illegal to eat after 9pm.
Facade mapped projections would be a really cool way to activate the garages and draw some crowds to Kiener Plaza at night.
God forbid you work a second job in the evening and want a decent meal after work.
