This is a common sense approach in most cities, even cities with far less violent crime than St. Louis. You do not see police walking the beat in St. Louis entertainment districts. I've been to a lot of cities where you even see police on horseback or motorcycles patrolling the strip. Then they clear everyone out when the clubs close at 3am.
