Big news, this along with the ongoing Preservation Square upgrade should do a ton to stabilize and improve two of the biggest public housing projects buffering downtown St. Louis.

It doesn't say whether this will be a mixed income development or simply just a rehab.

^ I can assure you they’re not going to clear out a low income housing project so wealthier folks can move in and take their homes. Again, this is likely to be a very similar project to the Preservation Square rebuild (which is essentially a rehabilitation) despite all the new construction.

The context clues are in the article:
The organization will be incorporating residents' wishes for the property into the planning process, officials said.

The redevelopment will take place over phases, with each phase applying for and securing a combination of private and public sources, including Low-Income Housing Tax Credits through the Missouri Housing Development Commission, in addition to grants and private and nonprofit funding, officials said.

Community planning is underway, and the first phase could start construction in late 2024 or early 2025 depending on when financing is awarded, officials said.

Only reason I ask is that I know that during the Obama administration they were really trying to break up the concentrated public housing in the inner cities.

Yeah that's what made me think that they were coming with a mixed income approach. I'm sure they could get decent rents with the proximity to Lafayette Square, Southard, Downtown etc.

In LA a single affordable housing unit can cost over $1 million dollars…this is a relative bargain.  Never mind the infrastructure improvements, community facilities, etc. that are likely included.  Again, similar to the Preservation Square project.  Not only is that project due to get new apartments but new amenities, streets, a new park, pool, etc.

This complex was built in 1942…it’s time to spend some money on it.

Goat, yeah, Preservation Square includes market rate and subsidized units. While Clinton-Peabody is owned by the St. Louis Housing Authority (unlike Preservation Square), I imagine including some market rate component in the phased project has been/is being considered..

Maybe (probably) a dumb question, but is the St. Louis Housing Authority as a public entity allowed to do market rate apartments or are they restricted to subsidized housing only?

^I'm not sure what's allowed, but I imagine it's at least de facto that way. Would be great if they could build some social housing which is publicly owned/operated but open to middle class tenants but that's not on the table in any way as far as I know.

@goat314 posted the link to these renderings in the Butler Brothers Building thread. Definitely a solid direction for this if it can be pulled off in-full.

Phase 1 consists of 89 units and could start next year (according to Trivers). The new Clinton-Peabody include garden-style walk-ups, townhouses, and standard apartment buildings with commercial space. Apartments will range in size from 1-4 bedrooms. Phase 1 doesn't appear to include any townhouse style units, so I imagine those will be a later phase and make up the "heart/core" of the development.

I am a huge fan of this project. The facing on Chouteau is much improved and should hopefully pave the way for new developments across the street. That area to the north needs infill in the worst kind of way

My old idea for Clinton Peabody was to demolish all of it and build the NFL stadium there. Huge missed opportunity!

This is great .  If they did a similar redevelopment of the Lasalle park Apartments i think this part of town could become VERY desirable as it is sandwiched between the key nodes of Soulard, Lafayette Square and Downtown.

I am sensitive to the fact i don't want to see the current residents with no where to go though so i hope someone has looked at that and has some kind of plan.

This will be huge for getting some development going on the north side of Choutaeu. Hopefully phase one is the north side of the complex.

Really appreciate that they are including some retail bays here too. Will bring much some much needed activity to the neighborhood

Phase 1 demolition to begin for the Clinton-Peabody redevelopment. Phase 1 will cost $32 million, demolish 6 buildings, and add 89 apartments.

^The full project is to cost $150 million for all 350 new houses and apartments, but they obviously have not raised that yet, which is why it'll take ~10 years.

Considering all the site improvements, seems about right.

Affordable housing is expensive housing.  Lot's of extra soft costs due to dealing with tax credits and multiple funding sources, plus additional requirements placed on the projects for using those various sources.
