Will be interesting to see if engineering can stay on top of the environmental challenges in the South and West. The existence of society itself since beginning of civilization (say over 1000 people fixed in an area) typically relies on engineering - sewer system, water supply, food supply, now power supply, disaster preparation/resolution, policy impacting economic viability, etc.
California is losing population for the first time ever, perhaps due to mismanagement of the latter two and teetering on issues with water management. Desalination tech improving might help CA but maybe not the deserts, which might need to rely on cloud seeding if too expensive to pump sea water to deserts to desalinate. But those 'solutions' make it even more expensive to live/function, a reason many leaving CA. Would think Texas will be easiest to solve their issues by getting up to speed on renewable energy and getting on national power grid if needed, desalinating if eventually necessary. Coastal submersion otherwise of course probably the biggest challenge in the long run.
Some areas may decline due to inability to manage one or more of the above and Midwest might benefit but depends on what challenges we might have. Survival of fittest is typically achieved by those who manage to adapt.
