Building anything new other than high rise buildings from the river to Tucker in downtown would look dumb. With that established, there is no point of having a FBC there. What would it do?

Agreed. Demolition requests can always be appealed to the BoA to get approval too. What St. Louis really needs is unfortunately a long term solution - generating demand. Until that happens, there just isn’t enough financial incentive for decliners to do anything other than land bank and look at short term cash ROI such as parking.

A form-based code is a lot more than just how many stories you want built somewhere. On Euclid for eg it requires that buildings higher than 6 floors have a set back to allow more light into the ‘canyon’. More importantly, you can stipulate against things like surface parking lots, curb cuts and garage entrances off main streets. You can program for a higher quality pedestrian experience by requiring glass storefronts instead of blank brick walls.

I hope the city or property owner can find something or another for that lot. Obviously I would prefer something be built, but since I doubt that is happening anytime soon it would be nice to see it turned into something.

I dont think the City permitting office can do that, especially for permits that do not require any review or hearing. Yes, in retrospect. Make it the new normal. Shocking, though, once again.I've got an email into the head of TWG Development asking about their plans for the corner lot. They were originally planning town homes on the site but met considerable resistance from Downtown residents. The demolition of the corner building was approved because the building was in terrible shape structurally and the new town homes would have been a welcome addition. In retrospect, the demolition should have been conditioned on actually redeveloping the lot.
I will let you know when I get a reply from TWG. I can say pretty confidently, they're not going to get approval to turn that lot into surface parking. We already have too much of that in the downtown CBD. This space, at very least, needs to be green space until a suitable development plan emerges.

I get this CID has been a source of debate. They're talking about spinning into two branches now, right? One focused on business development and one on safety? Why is it so hard to just multi-task? Any downtowners have insight as to how to even take these studies seriously if their CID is possibly going to be gone?
I feel like this is 10 years late, but a step in the right direction. Or is it just DSI trying to get a lifeline?

Not really splitting the CID as much as a break up between the CID and the org that operates it. But downtown is headed towards no CID if the current CID isn’t successful at getting the signatures it needs because the other group (mentioned above that downtown2007 is part of) won’t get enough signatures. So after dec 2021 there won’t be a cid
