Yes, there was a water tower there since at least the 1940s until the early 2000s. Not in the exact spot but maybe a couple hundred feet away. here's a street view of the base, it's from 2009
Last time I drove down Hereford was late last summer and one home had been built and it was pretty damn ugly. However, these renderings have revived some hope in the project.
