Why would we want to develop on green spaces when there are numerous parking lots that should be developed on first?

They should definitely have a vote (per the law) and the people should definitely vote to develop IF the plan is appropriately transformational.  If Jefferson Arms, Shell, and YMCA are all successfully redeveloped, you would think interest would increase significantly to develop those blocks.  Maybe you could argue Butler brothers should be developed first.  Its not worth giving up for something disappointing though.
I agree the park north of the Soldiers memorial should stay a park, but i like the idea of it being re-imagined as a Civil Rights Memorial Park, or a Universal Suffrage Memorial Park.  I think either would speak to an underrepresented constituency and preserve its local green space function.  Also its context between an institution dedicated to Duty, Honor and Valor, and one dedicated to Philosophy, Thought, and Learning would add to the symbolism of something like that.  I think MOST other posters would agree that Lucas Park and the rest of the mall should remain parkland as well and would provide ample green space for residents and visitors alike.

If you look at the area immediately around the soldiers memorial there is under utilization, and definitely some surface parking that needs redeveloped.  But its not as egregious as other.  Some church lots, the US bank site, surface lots behind YMCA.  There is room for infill but nowhere that you can put a big transformational project.  That is ok, you don't HAVE to go the silver bullet route.  But its worth exploring what development interest there might be in those to blocks.

I'll put in the lots on the South East corner of McRee and Vandeventer. Would love to see a multifamily there.
