I think the Locust side’s future hinges on the redevelopment of the Railway Exchange.
That one really hurts, hopefully another gym maybe takes over? Planet Fitness or something?

Too bad there isn't a dense walkable neighborhood directly adjacent to this "unused parkspace" that could really use investment.

Why not a more pragmatic and doable approach of removing a raised freeway between Wash Ave and Cass Ave to reconnect convention space and near northside with Laclede's landing & North Riverfront. Agree with Alex, why not reconnect and rebuild the built environment you have instead of trying to imagine one more dense walkable area/or dream of once was competing with walkable areas that still need a lot of effort and development to go.
Well for one, this would instantly be the most desirable and popular neighborhood in the region, and would bring an energy/excitement back to downtown in a way that almost nothing else could. I do agree that this will likely never happen, and that removing the elevated freeway and reconnecting downtown and the north riverfront would be a massive first step.
