I assumed by the cash on the ground and the way that the participants sprinted back to their cars after each throw that the State of Missouri was not getting its share.

That last photo, really illustrates how neglected City streets and sidewalks are from a forestry standpoint. There are so many intersections where full on trees have been allowed to pop out of a crack in the sidewalk, curbs and/or medians in the road. The upkeep in the City and on State maintained roads and highways is putrid. I don’t know what can be done. It just seems worse and more widespread than I can remember. Sorry to get off topic, but I’m tired of seeing the neglect. It wouldn’t take much besides a trimmer and some weed killer to clean up the mess.

Agreed. Property owners should maintain their sidewalks. I don’t think the city deserves the blame in that particular instance.

^ I was going to ask if St. Louis had a law that made property owners responsible for sidewalk upkeep.  Over here in Kansas City property owners are required to shovel snow, clear debris, and whatever for sidewalks.  It's not the city's job.  At one point if you reported a misaligned sidewalk or a part that was raised up by a tree root or something the city would come out and fix it, but the property owner was responsible for the bill.  After KC passed an $800 million bond measure they may have relaxed that last one, not sure, but other things like snow, weeds, and trash are the responsibility of the property owner.

Maybe not in this case, but let’s not let the City off the hook. If I had time, I could drive by and photograph many City and State maintained locations where the weed/tree control is awful. While I agree, property owners should chip in, especially near their property, in the end, many take the position that it is not their property, so they shouldn’t have to do. Drive around the intersection of River Des Peres and Chippewa. Even after a cutting, the area looks awful. The workers rarely use trimmers and cut right over trash. I know they have a lot of area to cover and rain delays things, but come on… full on 10 foot plus trees growing in the curbs is not acceptable. Again, this is getting off subject, but it just angers me that such a low-cost fix, would help clean up the City and our image. (Good forestry, prompt graffiti removal, trash/litter pick-up, board-up of vacant properties with art/paint)

PS- MODOT is as guilty as the City. State roads and interstates are neglected in this manner throughout the region
