Joplin, Missouri has put in a formal offer, there is no state formal state offer other than Joplin offering various state tax credits.

Right, Joplin! Good for them. It would be great to see an American factory making innovative eco-friendly American cars and creating American jobs here in Missouri. As others have said, it will probably go to a more future-oriented state, but at least someone made a move.

A billion dollars to a private company EEEK. It would be one thing if it was for tech jobs like the Amazon HQ2 or something, but for an auto assembly plant? 
On top of the incentives, Joplin also estimates that Tesla would save about $75 million a year in payroll compared to Nashville and Austin, which are apparently the frontrunners, due to the lower cost of living.
Saving on payroll is nice, but if Tesla is considering magnet cities like Nashville and Austin front runners then Joplin is nowhere near their radar. St. Louis and KC aren't as flashy as Nashville and Austin, but they are way closer than Joplin and can still make the cost of living argument.

*Minor correction* Musk is whatever serves him/his companies personally at the moment.

Any state going bananas to offer incentives to TSLA need only look at how that went for CA, NV, and NY. That is to say, everywhere they've set up shop to this point. For any "Musk is a genius" truthers out there licking their chops to respond, please read extensively on their buffalo plant and incentives taken from the state of NY before doing so.

For a while would listen to a Bay Area talk radio host who would praise Musk for accomplishments but slam him about the one thing that no one wants to talk about.  Whether it be Tesla or Space X and so on he is also master of getting the government subsidies whether it was electric car tax credit and or getting ahead of everyone else on govt space contracts..   The others but less successful ventures of trying to get state and local governments to buy into hyperloop and or his boring machine.  He will probably one up Amazon when they shopped a deal for HQ2 and get twice as much subsidies for half the workers involved with an auto plant.
