I might point out that the Old Courthouse had public restrooms under the steps a hundred fifty years ago. And they're pretty common in some places, like Tokyo. One possible reason they don't work well in the US is that no one takes ownership of them, and every small food business is required to have their own, adding expense and complexity. We're not Japan, and local zoning will probably make anything like that complicated. But it's not cities per se that make public restrooms hard, it's our culture and our zoning.

How about ones like the test article in Japan that had glass walls that frost over when the door is locked?
